Senior figures at Lambeth Council lobbied for a convicted paedophile to be allowed to foster children in an angry showdown with a neighbouring local authority, an inquiry has heard.
Care home boss John Carroll’s bid to foster two boys in the late 1980s was blocked when Southwark Council discovered he had been convicted of sexually abusing a child in the past.
Southwark had been asked to provide an independent assessment of Carroll’s application to Lambeth Council, and was told not to be “too rigorous” as he was already in a trusted position running a care home.
Clive Walsh, a senior officer in social services at Southwark who blocked the fostering bid, told the Independent Inquiry into Child Sexual Abuse on Tuesday he also made a recommendation that Carroll should no longer run a children’s home in Lambeth.
He was called to a showdown meeting between Lambeth and Southwark, and said an official who had overseen a discplinary hearing involving Carroll was “angry” that he had interfered in the council’s business.
“As it related to my decision, the preference was that that be overturned by instruction to me from Southwark, and that was clearly their preference”, he said.
“Their demand was that the record of my view of the inappropriateness of Mr Carroll working as a head of home be expunged from the record.”
He said Southwark politicians at the meeting were initial sympathetic to the view that “Lambeth’s business was Lambeth’s business”, until they realised that Carroll had committed a serious sexual offence against a child.
“They then became angry”, he told the inquiry. “They were outraged that there was a man running a children’s home in Lambeth who had a conviction as an adult for sexually assaulting a younger – a significantly younger – child.
“They were very angry about that, and they were also angry about the failure to disclose that to us.”
Mr Walsh insisted that Lady Janet Boateng, the former chair of Lambeth social services, was at the showdown meeting – believed to be in 1987.
However she told the inquiry yesterday she had left the council in 1986 and it was “absurd” to suggest she would have been involved in the application.
Carroll was later sacked for fiddling his expenses, and was jailed in 1998 for a slew of child sex offences.
The inquiry continues.

Twice jailed Tom O’Carroll, 73,fought for the legalisation of sex with kids in the 1970s and ’80s
BRITAIN’S most notorious paedophile campaigner was treated to a plush champagne bash at the House of Lords.
Twice-jailed Tom O’Carroll, 73, was among up to 60 guests who were thanked last December for donating money to a children’s book charity.
He was chairman of the Paedophile Information Exchange, which fought in the 1970s and ’80s to legalise sex with kids.
Speaking at his one-bedroom flat in Barrow-in-Furness, Cumbria, he bragged: “I was kind of a guest of honour. A few years ago I did give a pretty substantial amount. I was invited by one of the members of the Lords, who is patron or chairman.”
Book Aid International, which provides books for children in sub-Saharan Africa, said it was unaware of O’Carroll’s past and has launched an investigation.
The charity said he had given less than £500 in three instalments since 2015, which has been refunded.
A spokesman for the House of Lords said: “Parliament takes its safeguarding responsibilities towards children, young people and vulnerable adults very seriously.
Our safeguarding policy has been developed to ensure we provide a safe environment and fulfil our safeguarding responsibilities.
“The event sponsored by Lord Boateng, on behalf of Book Aid International, met the rules regarding the use of banqueting facilities in the House of Lords.
“Those who were invited to attend the event went through airport-style security on entry to the estate and were not left unsupervised.

A FORMER children’s home boss has been cleared of historic sex abuse on a young boy at a Wirral orphanage.
Paedophile Michael John Carroll – who has been jailed for similar offences at the same care home – had been due to stand trial in April in Liverpool.
But the prosecution has now decided not to pursue the allegations against him and a judge at the city’s crown court has formally entered not guilty verdicts on the three charges he faced.
69-year-old Carroll – known as John – had denied two offences of indecent assault and one of gross indecency involving the child between April 1975 and 1977 when the boy was aged between six and eight.
Lee Bonner, prosecuting, told the court that the Crown intended to offer no evidence explaining: “It is not deemed to pass the evidential test of providing a realistic prospect of conviction”.
Carroll, who lives in Weston Rhyn, Oswestry, Shropshire, was not present for the brief hearing as he is away on holiday.
It had been alleged that the offences occurred at St Edmund’s Orphanage in Bebington where he himself had been in care before taking up a job at the institution in the mid-1960s.
Twelve years later he took up a post as deputy officer in charge of a children’s home in Lambeth before taking overall charge in 1980. He was eventually dismissed following financial irregularities.
He was jailed for ten years at Liverpool Crown Court in 1999 after admitting 35 offences against 12 boys – nine of them at the Wirral home and the others in Lambeth between 1964 and 1982.
A further 41 charges, involving those 12 victims and two further complainants – a boy and a girl – were laid on the file. The charges resulted from a long-running investigation – Operation Care – by Merseyside Police into child abuse in residential homes in the North West.
Abuse probe into former Lambeth children’s home manager

A former children’s home manager has been arrested on allegations of child sex abuse.
Michael John Carroll managed the Angell Road children’s home in Lambeth, south London, between 1981 and 1990.
The 69-year-old is accused of sexually assaulting two children in the early 1980s.
Mr Carroll, who is originally from Liverpool but was arrested in Shropshire, has been released on bail until October.

A former social services manager told Detective Chief Inspector Clive Driscoll in 1998 that she saw the future Blair minister making evening visits to the Angell Road children’s home in Brixton in the early 80s.
One witness told him she saw Mr Boateng at Carroll’s Angell Road home in Lambeth, South London, during the 1980s.
Another claimed Mr Boateng visited a camp for children in care, run by Carroll.
A third person, who worked in social services, claimed Mr Boateng contacted him after Carroll’s bid to foster two boys was turned down.
Carroll was jailed for 10 years in 1999 for abusing children during the 80s and 90s.
Mr Boateng has insisted he did not recall meeting him or visiting Angell Road.
Inquiry chief Justice Lowell Goddard has said she would look at the Carroll fostering case along with allegations of “inappropriate interference in law enforcement” in Lambeth.

Paul Boateng came to prominence in the late 1970s as a civil rights lawyer in Lambeth, and became a familiar figure at protests of police activity in South London. He was elected to the GLC in 1981 and became chairman of its police committee, in which role he campaigned for greater accountability and control over the Metropolitan Police, and vice-chair of its ethnic minorities committee. He continued to be a persistent critic of the police, especially in relation to their dealings with the black and Asian communities.

The papers have been handed to anti-corruption detectives investigating the alleged cover up which is believed to be among 17 cases that were referred to the police watchdog in April.
The 111 pages of documents makes no mention of the minister being under suspicion while former members of the Blair government and the inspector who helped write some of the documents deny ever being told.
Nigel Goldie, a former council boss involved in the 1998 children’s home probe in Lambeth, south London, said after we handed him the papers: “I had a discussion with the government inspector about how we were going to handle this because of the huge political implications of a serving minister being investigated on suspicion of child sex offences.
“Understandably they said they would pass it up the management line.
“But the documents make no mention of this.
“Anything that was said would appear to have been ‘off record’. The people involved have to come out and be open and answer questions about what occurred.”
Mr Driscoll was removed from the Lambeth investigation, codenamed Operation Trawler, in November 1998.
Mr Driscoll said after we handed him the documents: “I was surprised to see no mention of the briefing I gave at the request of the SSI to Mr Nigel Goldie and the SSI inspector.
“I outlined the allegations and concerns made by witnesses about the suspects.”
The inspector who helped write some of the reports, their former bosses at the watchdog the Social Services Inspectorate (SSI) and former health ministers Paul Boateng John Hutton and Frank Dobson have either denied being told or said they have no recollection of a minister being a suspect.
The papers were released by the Department of Health and Care Quality Commission following Freedom of Information requests by the Mirror.
The anti-corruption investigation is focusing on a crucial meeting that occurred in the offices of Lambeth social services on the sixth floor of Mary Seacole House in Clapham on August 28, 1998.

Paul Boateng’s wife – nee Janet Alleyn, a social worker by training who became a social-services administrator, in 1980.
A confidential memo, written by SSI Chief Inspector Denise Platt, stated Mr Boateng was at the centre of a “perceived conflict of interest” because his wife Janet had been the chair of Lambeth social services during a period in the 1980s.
Mr Boateng said: “I was not aware that any serving Minister had at anytime come under suspicion in relation to child sex abuse at children’s homes in Lambeth.”
He added: “I had no knowledge of allegations relating to child sexual abuse in children’s homes in Lambeth other than in media reports of the period.
“The issue was raised with me at some time during our respective periods of office in the Department of Health by the then head of the SSI Denise Platt.
“This was in the context of the investigation into the activities of Mr Carroll and the circumstances of his employment by Lambeth Social Services.
Ms Platt, who was made a Dame in 2004 and is currently a trustee of the NSPCC,has denied being told a minister was being investigated or being “involved in providing any briefings” to ministers about the Lambeth investigations in 1998.

The police team was set up following a series of articles in the Daily Mirror revealing how retired detective Clive Driscoll was removed from investigating a paedophile ring in November 1998 in Lambeth, south London, after naming politicians among the suspects.
The inquiry has been operating in secret at the headquarters of Scotland Yard’s child abuse command at Empress State Building in Earl’s Court, London.
The team have been told by the former youth worker that he took photographs of holidays between 1986 and 1994 after starting his first job as a youth worker with the Association of Combined Youth Clubs, partly run by convicted paedophile Michael John Carroll.
The former youth worker said two senior detectives spent a day quizzing him at Walworth Road police station in south east London after Carroll was arrested in June 1998.
Carroll was said to be on a committee that hand picked around 60 deprived boys and girls, aged five to 14, to go to the Havens caravan park in Christchurch, near Bournemouth, for two weeks every summer.
Many came from Catholic children’s homes and had already suffered sexual abuse.
A group of men, including the rising Labour star, would allegedly travel down on the Friday evening and sleep in the caravans with the children over the weekends.
The new witness said he cut his ties with the ACYC in the mid 1990s when he learned some colleagues were convicted paedophiles. It changed it’s name shortly afterwards before shutting down.
He claimed: “It became quite clear that the organisation had been infiltrated by a group of paedophiles.
Goddard recently said her inquiry would examine events at five children’s homes in Lambeth – Angell Road, Monkton Street, Ivy House, South Vale, and Shirley Oaks.
These five care homes were places where children were exposed to sexual abuse and cruelty – Monkton Street and Ivy House were homes for children with special needs.
“This was a paedophile ring protected by the police and people connected to Lambeth council who were taking away very vulnerable children every year for a decade. It was like a conveyor belt feeding children to abusers.

All of Lambeth’s homes had been closed by the mid-1990s but by then, they had been infiltrated by paedophiles for at least 30 years – and survivors are still coming forward.
Documents obtained by Newsnight show investigators believed there were at least seven men who were abusing children at Angell Road alone. This was regarded as an “inner circle”. The suspicion was that many more were involved.

Hundreds of sensitive council documents found in London estate
Hundreds of sensitive documents have been found in an unlocked London estate storage unit, the BBC has learned.
Child protection and rent arrears documents – showing names, addresses, and confidential information – were found on the Gauden Estate, Clapham.
Campaigners say the find could include files missing from a historical sexual abuse investigation, which they believe was “covered up”.
Lambeth Council has moved the files to a “secure location” for review.
The Shirley Oaks Survivors Association say the discovery could include 140 boxes of council documents that have gone missing, related to abuse suffered at the Shirley Oaks Childrens’ Home.
“It’s imperative that the history of these documents is actually found out,” said former Metropolitan Police officer Clive Driscoll.
Three people were convicted of child abuse which took place at Shirley Oaks’ in the 1970s and 80s.
Ex-residents claim Lambeth Council has “covered up” the “industrial scale” abuse which took place at the children’s home.
Lambeth Council is set to pay tens of millions of pounds to former Shirley Oaks residents.
Correctly identifying the documents could be “could be the difference between a successful and failed prosecution”, Mr Driscoll added.
A spokesperson for Lambeth Council said the store room had been “re-secured, and the documents it contained removed”.
The documents will now be reviewed to determine whether a data breach has taken place.
“From an initial assessment no identifiable personal data relating to any Lambeth children’s homes, prior to their closure in the 80s and 90s, have been found,” the spokesman added.

It is clear the Shirley Oaks Interim report has ruffled feathers as it was intended to do. In our efforts to be open, on request we have made the report available to; the press, the Police, Home Office and IICSA. There are no children’s names in the report apart from those who wanted their deceased siblings mentioned. There are many people who have a lot to lose from our exposure and it would seem that they are now making a concerted effort to undermine us.
In the past the methods used have been to under investigate the allegations, to deny there was a paedophile ring operating in Shirley Oaks and other Lambeth Homes, to pervert the course of justice protecting their own and negating their duty to the public. Lastly, they have relied on the fact that documents and evidence has gone missing as a hindrance to their investigations.
Central to the failings in Lambeth was Operation Middleton which the Met Police announced at the time was a gold standard investigation. Our interim report contradicts this and therefore we would not be surprised if this became the subject of the attempts to discredit us.
We ask the question: Is this to protect the paedophiles or is it to protect the integrity of the agencies that failed in the past? Dismissing our claims of a cover up by insisting it was just a few individuals who didn’t follow the obvious leads didn’t wash then and is not going to wash now.
To date we have over 1000 members and we will not be intimidated because Shirley Oaks and Lambeth former care children have suffered enough bullshit in their lives to allow the same types of like-minded conspirers to derail our efforts.
What they never realised when they defrauded us of our childhood was the encaged environment which we were forced to live created a unity and bond that has come back to haunt them. Now we wont be silenced.

Allegedly, a ‘Godfather’ controlled Lambeth council, child abuse victims had petrol poured over them, and the Lambeth Police HQ had a basement where children may have been abused.In the case of Lambeth, a large number of people died in mysterious circumstances before any perpetrators could be brought to justice.
Detective Chief Inspector Clive Driscoll was removed from the original police investigation after superiors learned that politicians, including an MP, were among the suspects.
One female staff member was subject to a rape on council premises “of horrendous proportions”, such that she was still suffering from serious injuries one month on.
She described being raped alongside children and animals by senior figures in the council.
Although the report, which was prompted by alleged breaches of the council’s equal opportunities policy, recommends a criminal investigation, its findings were never formally investigated by the police at the time.

That abuse involved senior figures in Lambeth who were using council premises for the rape of women and children, according to the report’s remarkable findings.
They used the basement of Lambeth’s housing headquarters, the report says, because “sexual assault could be performed without fear of interruption by other staff”.
The Metropolitan Police, which has been investigating events in Lambeth at the time under Operation Trinity, said it was considering the report as part of its investigation.

A former Cabinet minister (Paul Boateng) has become a director of a private military company after lobbying South Africa to water down anti-mercenary laws.
Paul Boateng joined the board of Aegis Defence Services – completing his transformation from ‘Loony left’ councillor to a member of the Establishment.
But his new role has sparked a fresh row about the so-called ‘revolving door’ of former ministers who take up lucrative private-sector posts after leaving office.
Aegis, which has lucrative contracts in Iraq, is run by Tim Spicer, the former Guards officer at the centre of the arms-to-Sierra Leone scandal in 1998.
As high commissioner, Mr Boateng lobbied the South African government on behalf of the Foreign Office over armed forces legislation.
Britain was concerned about laws which would prevent South Africans from joining foreign military forces.
Mr Boateng called for an amendment to ensure that South Africans who joined the British army were not forced to renounce their citizenship.
But the ANC-led government claiming it would have created loopholes allowing South Africans to join foreign armies as well as become mercenaries with companies such as Aegis.
The anti-‘fighters-for-hire’ legislation was drawn up in a bid to end the country’s reputation as a recruiting ground for ‘dogs of war’ fighting in dirty conflicts.
It is not known how much Boateng is being paid by Aegis.

Charles Napier, the half-brother of a John Whittingdale, sentenced to 13 years over ‘prolific’ child sex abuse, has been urged to come clean about his links to a network of high-profile paedophiles after he was jailed for hundreds of sexual assaults on young boys dating back more than 40 years.
Charles Napier, 67, was a former treasurer of the Paedophile Information Exchange (PIE) which campaigned to lower the age of consent and linked like-minded abusers in the 1970s and 80s before it was disbanded. It was reputed to have high-ranking supporters within politics, police and the Church.
Napier was arrested last year following a police investigation sparked by claims by MP Tom Watson about an Establishment ring of child abusers that had links to Downing Street.

The charity’s unpaid bill was first revealed by The Mail on Sunday last week, which led to this newspaper obtaining the Yentob email.

Ms Batmanghelidjh claims the Government has targeted her because she has a list of Establishment figures allegedly involved in historical child sex abuse.
Mr Boateng said last night: ‘I do not recall the details. I would not be prepared to comment without consulting Treasury papers. I was responsible for spending, not tax.’
Kids Company founder and trustees may face action amid Insolvency Service probe
The founder and former trustees of the collapsed charity Kids Company could be banned from holding company directorships.
The youth organisation folded amid a storm of controversy in August 2015 – just days after receiving a £3 million Government grant in a final bid to keep it afloat.
Kids Company received more than £42 million of Whitehall funding between 1996 and 2015, thanks in part to founder Camila Batmanghelidjh winning favour with former prime minister David Cameron.
The Insolvency Service is investigating the financial circumstances of the charity and is allegedly bringing disqualification proceedings against Ms Batmanghelidjh.
Former trustees of the collapsed charity, including ex-BBC creative director Alan Yentob and Richard Handover, previously a boss of WH Smith, may also face sanctions.
The trustees, who also include Sunetra Atkinson, Erica Bolton, Francesca Robinson, Jane Tyler and Andrew Webster, responded to the “unconfirmed reports” in a joint statement.

Alan Yentob, BBC creative director, throws up his arms in despair. His rich baritone trembles with bathos as he sings: ‘Michael Gove even said it was an inspirational charity!’
The audience titters. The line does not have the lyricism of a Rodgers and Hammerstein, but it is genuinely funny.
And true. The real Mr Yentob — rather than the actor playing him in this stage production — really did say, rather than sing, it.
Just like the BBC bigwig himself, who became embroiled in the scandal surrounding the collapse of the Kids Company charity of which he was chairman, there is something more than a little unconventional about this new musical being previewed in London last week.
First, there is the title: ‘The Public Administration And Constitutional Affairs Select Committee Takes Oral Evidence On Whitehall’s Relationship With Kids Company.’
Then there are the lyrics, taken verbatim from the Hansard transcript of the testimony given by two witnesses who appeared before that committee of MPs on October 15, 2015.
One was Mr Yentob. The other was enigmatic charity supremo Camila Batmanghelidjh, once known as ‘the angel of Camberwell’.
The pair had been summoned to the Commons to explain how Kids Company, the charity of which Ms Batmanghelidjh was founder and CEO, had gone bust amid allegations of financial irregularity and sexual abuse, having received almost £50 million of public money.
That was almost two years ago. And while the musical is opening this week, the public still awaits a definitive official explanation of the charity’s controversial modus operandi and dramatic demise.
The select committee had no powers to act on its own damning findings of an ‘extraordinary catalogue of failures’. Two statutory bodies that do have such powers — the Charity Commission and the Insolvency Service — were supposed to deliver their own reports on Kids Company last autumn. They did not.
Both bodies say inquiries are ‘ongoing’ but there is no indication as to when they might end. Ms Batmanghelidjh’s autobiography, due out late last year, is similarly delayed.
And so the extraordinary saga rumbles on.
The woman at the centre of it all, 54-year-old Camila, keeps, in contrast to her life before the scandal, a low profile these days.
On a rare outing last summer, she was photographed as she went to lunch with representatives of a foreign government ‘which is having to deal with a lot of young refugees’ at the Michelin-starred Pied a Terre restaurant.
Ms Batmanghelidjh says she is continuing to help many Kids Company children, with the financial backing of donors who stayed loyal.

While the Metropolitan Police found insufficient evidence to press any criminal charge, anecdotal evidence of institutional anarchy and excesses at Kids Company still has the power to shock.
Brown envelopes stuffed with cash were handed to troubled children as a matter of course. Twelve-year-old clients were given £150 trainers; others were flown first class to America. Some £50,000 alone was allegedly spent on taxis at the charity’s Christmas party.

Flamboyant, Iranian-born Camila could charm the birds from the trees. Then prime minister David Cameron was said to be ‘mesmerised’ by her, while his wife Samantha was a backer, along with Prince Charles and a host of other A-list celebrities and City financiers.
Kids Company received £46 million from the UK taxpayer over 13 years, including £3 million days before it shut. Rock band Coldplay ploughed in a further £8 million from royalties.
Ms Batmanghelidjh claimed her charity had 36,000 young ‘clients’.
No doubt there was and remains a very real need for children from splintered families to be supported in Britain’s troubled inner cities.
But something within the organisation was not right. It needed only a small push for the already teetering edifice to collapse. That pressure came from an unlikely quarter.
Pensioner Joan Woolard was the catalyst to Kids Company’s spectacular downfall and remains one of Ms Batmanghelidjh’s fiercest critics.
Having heard the charity boss speak on Radio 4, Mrs Woolard was inspired to sell her home and donate the proceeds — more than £200,000 — to the Kids Company.
Doubts began when she asked how the money had been spent.
The answers were unsatisfactory. Her experience of spending some time at Kids Company offices alarmed her further — and she asked for her money back.
Hers was the first public voice of dissent against this fashionable and feted good cause. Ms Batmanghelidjh denied any wrongdoing.
But the money remained in Ms Batmanghelidjh’s hands. Kids Company needed it desperately.
Encouraged by Mrs Woolard’s public stand, whistle-blowers from inside the organisation began to come forward.
The unsubstantiated allegations of sexual abuse were the final straw.
In August 2015, the charity shut down, laying off scores of staff and abandoning thousands of children.
Some of the evidence subsequently given to the Commons select committee presented a shocking litany of financial chaos, rampant nepotism and very dubious methodology.
The committee concluded: ‘There appears to have been a catastrophic confluence of factors that have conspired to allow this charity to operate as it did, for as long as it did.’
Their report said the ‘approach of successive governments and ministers towards Kids Company has proved to be an improper way to conduct government business or handle public money’.
Alan Yentob had failed to restrain his ‘unaccountable and dominant’ CEO. His employer, the BBC, was also ‘accused of poor leadership for failing to take action against him when he tried to make suggestions about the BBC’s reporting of Kids Company’.
One of the committee’s witnesses, a high-ranking worker who was granted anonymity, gave a particularly damning insight into what Kids Company had become.
She said: ‘The charity was run by the CEO as her personal fiefdom, with no regard whatsoever for the financial implications. It was simply unsustainable to continue to take in anyone who asked for assistance and, in certain specific areas, ridiculous amounts of money were spent wantonly and inappropriately.’
Ms Batmanghelidjh had favourites among the youngsters she helped. ‘One group of young adults — many of them in their late 20s — were known throughout the organisation as “Camila’s kids” and inordinate amounts of money and resources were lavished on them; creating envy and resentment among others.’
But staff were also treated lavishly, the witness stated, and nepotism was rife. ‘Sasha and Jamie Handover (the children of former WH Smith boss Richard Handover, a trustee) were both employed at KC,’ the witness said.
‘The so-called “Operations Manager” — a sweet but totally inefficient woman who kept odd hours — turned out to be the mother of one of the IT chaps.
‘Magbule Mulla — who worked in the finance department — is the sister-in-law of Jeton (Tony) Cavolli, who was Camila’s driver.’
(While her Linked In page still describes her as ‘Assistant Accountant Kids Company’, Mrs Mulla was described by Ms Batmanghelidjh in one interview as ‘the woman who sews for me’.)
Ms Batmanghelidjh would eventually admit that her charity had paid for both of Mr Cavolli’s children to be put through private schools; one of them a boarding establishment where the chairman of governors was one Richard Handover (a trustee).
Mr Cavolli had been described by Ms Batmanghelidjh as a ‘therapist tasked with dealing with difficult young men and only had a car in order to go to their aid late at night’. But in the time she worked there, the witness only ‘heard him referred to as “Tony the Driver”.’

It was ‘Tony the Driver’ who was pictured holding the car door open for Ms Batmanghelidjh prior to that lunch at Pied a Terre restaurant last summer.
He was not her chauffeur, she later explained. He was working as an Uber driver and had given her a lift as a ‘favour’.
A university academic whose role as an Ofsted inspector in South London alerted her to Kids Company more than 15 years ago had watched its progress with alarm.
‘The whole history of Kids Company is one of a failure of due diligence by local government, donor charities, the Tory Party, Prince Charles. They all failed. It is astounding,’ she told me.
Hers is only one of many critical voices. But there is an approaching counterblast. Approaching, but repeatedly delayed. Ms Batmanghelidjh’s autobiography was due to be published last autumn. Her ghost-writer is Tim Rayment.
In early 2015 he was sent by his newspaper to investigate Ms Batmanghelidjh. Now he is firmly in her camp.
One view is that Rayment fell under her spell; like so many financiers, pop stars, politicians and royals before him, he was ‘hypnotised’, one colleague said.
‘I want to give voice to someone who has been silenced,’ Mr Rayment told me last year, rather generously of someone who had the ear of royalty and prime ministers.
‘Have I been naïve? Have I been mesmerised?’ he asks. ‘The time to make that judgment is on publication.’

Last night, a spokesman for Ms Batmanghelidjh’s publisher, Biteback, said she expected the book to appear in August. She explained: ‘We had initially hoped to do a very fast turnaround on this title, and therefore gave it a very ambitious publication date.
‘But it has turned out to be far more complex, both legally and in terms of the science involved, than we had first anticipated.’

Earlier this year, it was reported that the Insolvency Service had written to lawyers acting for Kids Company’s former board members to warn them it was minded to ban them from holding directorships.They included Ms Batmanghelidjh, Mr Yentob and Mr Handover. Which brings us back to the musical.

‘Mr Yentob’ bewails the sudden denial of the public purse gold seam. He had mined it for years thanks to his contacts with David Cameron and the latter’s desire to give his Big Society slogan some substance and street cred.
Last night, a Charities Commission spokeswoman said: ‘When an inquiry is under way, we do not provide updates on when it is likely to conclude.
‘This is a high-profile case and when a report is available it will be posted online with full findings.’
An Insolvency Service spokesman said: ‘Our investigation into Kids Company remains ongoing. Each case has its own complexities and differences depending on the number of directors involved. There is no timescale for us to reach any conclusions. As such, it would not be appropriate for us to comment further at present.’
Miles Goslett, the journalist who first raised questions about Kids Company, in February 2015, is sceptical about the delay.
‘Both inquiries were set up the best part of two years ago and I was told privately last year they’d be published by Christmas 2016 at the latest,’ he said this week.
‘Even if these bodies are short on manpower, I’d have no difficulty believing that someone in Whitehall has taken the decision it would be politically sensible to keep them from public view for a while yet.’

Even those who have lived beside her for years have little idea about her life – none of her neighbours has ever been invited inside the home she has lived in alone for almost 30 years.
But 69-year-old Nettie Pollard may hold the key to how the Paedophile Information Exchange infiltrated left wing groups in the 1970s.
She was a key figure in the London left, working for the National Council for Civil Liberties for two decades.
But a Sunday People investigation reveals Pollard to be chief apologist for some of PIE’s most chilling demands.
Our investigation found that throughout her career Pollard gave a constant stream of support to paedophiles and promoted their views. She also:
- Supported PIE’s call to scrap the age of consent.
- Argued against the introduction of a bill to protect children.
- Sat on committees with known paedophiles and PIE members.
- Wrote a twisted essay defending sex between adults and children.
It emerged MP Harriet Harman, husband Jack Dromey and former Health Secretary Patricia Hewitt had been involved with the NCCL when PIE was affiliated to it.
Mrs Harman has subsequently moved to distance herself from Pollard and paedophiles, with a spokesman stating they “did not influence any of the work she did there”.
However one source involved with the London left in the 70s claims – embarrassingly for Mrs Harman – that she and Pollard did work together on occasions within the NCCL .
The source said: “Nettie was a big presence in the movement back in the 1970s and couldn’t be ignored by anyone wanting to get on in the NCCL.”
Our investigation first places Pollard in 1975 working as the Gay and Lesbian Officer for the NCCL.
And that brought her into close contact with the infamous PIE – the child sex group which campaigned to have the age of consent lowered or scrapped.
As well as her role at the NCCL, Pollard was and remains a significant member of the Campaign for Homosexual Equality – a group that defended PIE’s rights at their 1983 conference.
But even after PIE was disbanded in 1984, Pollard made no secret of her sympathy for the organisation’s aims.
In 1993 she contributed a defence of the sexualisation of youngsters to a book called Bad Girls and Dirty Pictures.
Entitled The Small Matter of Children, Pollard’s essay draws on work by known paedophiles such as former PIE vice-chair Warren Middleton to build its case.
Pollard argues child sex should be legal if the act is “consensual”.
It also uses language like “willing partners” to describe sex between adults and children.
But by far the most disturbing section is Pollard’s attempt to justify the sexualisation of children.
She writes: “Far from being ‘innocent’ and becoming sexual at puberty, as was once the common belief, it is now indisputable that everyone is sexual, even before birth.”
The research cited was also used in PIE’s bid to reduce the age of consent to just four.
Pollard continued to work for the NCCL until her mysterious departure from the group in 1997.
She was made redundant but reports from Feminists Against Censorship implies murkier reasons behind her exit.
A newsletter from the time reads: “Within the last several months, two of NCCL’s employees have remarked that the organisation’s longest-serving staff member, Nettie Pollard, was the last civil libertarian left on the payroll.”
Challenging the cost-cutting explanation given it added: “Since she is one of the few indispensable staff members, and the most expensive to make redundant, we suspect economy is not the reason.”
Pollard, whose Facebook page currently shows her support for causes including an anti-drones campaign and attacks on the “Big Brother” state, also showcases her taste in music with a link to indie rock band The Donutsh – described by one of their following as sounding “like Johnny Cash biting off Johnny Rotten’s head”.
She refused to answer the door to us when we visited her home.
Feb 2014: Convicted paedophile, Tom O’Carroll told The Guardian he remained a member of the NCCL’s gay rights committee for several years after Harman claimed his organisation was marginalised. NCCL archives in London have also shown how O’Carroll, a former chairman of PIE, asked Nettie Pollard, a staff member at the organisation, about the possibility of amendments to the 1978 child protection bill.

Mr Tatchell’s latest comments echo those made by him last year as well as in a controversial letter he sent to The Guardian in 1997, in which he talked about the “positive nature of some child-adult sexual relationships” and even said he knew cases of nine-year-olds for whom sex with adults “gave them great joy”.

Warren Middleton, also known as John Parratt, was given a 12 month sentence in July 2011 after being convicted of having indecent images of children.
Middleton was the editor of Betrayal of Youth, a notorious paedophile campaigning manual to which Peter Tatchell contributed a chapter on ‘Questioning Ages of Majority and Ages of Consent’. Middleton was also vice-chairman of the Paedophile Information Exchange, known as PIE.

Strange how so many of the news stories relating to this case (whether referring to the man as Andrew Picard or Andrew Boeckman) have disappeared from search results (as Google says, because of European Data Protection ‘right to be forgotten’ laws) within a few weeks of the trial ending.
One also has to question whether the police or child protection agencies have advised the Chelsea and Westminster Swimming Club, where Andrew Boeckman helped organise events with young swimmers, of this man’s criminal activity?This is nothing to do with ‘mob rule’ but with protecting the young and vulnerable and not permitting another institutional cover up on the scale of Savile.

Paul Boateng was introduced to the Lords on 1 July 2010; he was supported by Lord Ouseley and Lord Janner.
Janner was alleged to have befriended the manager of a children’s care home to allow him access to children so he could ‘perpetrate serious sexual offences on children’.
Janner was first interviewed in 1991 after his name was mentioned in the trial of Frank Beck, a notorious paedophile jailed for abusing boys in Leicestershire children’s homes.
He was accused of ‘grooming’ and abusing a boy aged between 13 and 15. But the CPS didn’t pursue the case.

The distinguished entourage then proceeded to the terrace of the House of Lords, a riverside location where their lordships have been seen enjoying G&Ts on hazy summer evenings, for a surprise 51st birthday party for Mr Boateng.
In a ceremony which, to borrow Lord Janner’s remark, was totally unique, Mr Boateng was presented with a candlelit chocolate cake while his guests, led by the singer of such hits as Thriller, Beat It and Dirty Diana, offered a recognisable rendition of Happy Birthday. “What a fantastic birthday surprise – I can’t believe it,” said Mr Boateng. “I thought it was a spoof. It is the most incredible surprise. It is the best present ever.
The responsibility for dabbing one’s face with a make-up sponge was undertaken by Jackson himself. “I’m impressed by the architecture the most. And I like the gold rooms,” he said at the end of the tour. It was assumed this was not a slight on Mr Boateng, Lord Irvine or Peter Bottomley, the Conservative MP who kindly showed the party around the green benches of the House of Commons.
The official record is a little hazy at this point, but it is understood that Geller, Blaine and Jackson departed for Exeter where they have organised a benefit show to raise money for sufferers of HIV in Africa.

The latest complaint, filed by a Jane Doe who alleges that she was abused by Jackson from 1986 to 1989, when she was aged 12 to 15, claims that Jackson secretly operated, “the most sophisticated public child sexual-abuse procurement and facilitation organizations the world has known.”

The choreographer, 34, filed an amended complaint in September claiming Jackson and key staffers at MJJ Productions and MJJ Ventures ran a “sophisticated child sexual abuse procurement and facilitation operation.”
Robson claims Jackson and his employees worked in concert to arrange his private meetings with underage fans, cover travel expenses and shower the youngsters with gifts.
“Make no mistake, Neverland Ranch was nothing but a well-orchestrated trap,” Finaldi previously told The News. “It was custom-built to attract kids so he could groom them and decide which to sexually abuse.”
The amended complaint, obtained by The News, added new negligence claims to his suit against the two companies.
Robson claims he was brought into Jackson’s orbit as a small child in the late 1980s after winning a dance competition in Australia organized by MJJ Ventures.
Two years later, a Jackson assistant contacted his family about meeting with The Gloved One and staying at Neverland during a trip to Los Angeles, he says.
The assistant served as Jacko’s “madam” or “procurer,” his filing states.
During that visit, Jackson allegedly sexually abused Robson. The abuse continued for eight years until Robson hit puberty and Jackson lost interest, according to the complaint.
During the pop icon’s 2005 molestation trial in Santa Barbara County, Robson denied he had been sexually abused. He later recanted, saying it took intensive therapy for him to come to terms with the abuse.
In 2013, Robson’s initial claims against Jackson’s estate were thrown out when a judge ruled he’d waited too long to sue. He is now pursuing the separate civil claims against Jackson’s companies.
A source in Jackson’s camp called the new complaint “too silly” to warrant a response.

Boateng is a groundbreaker in other ways too. In the current financial year, the Home Office is providing £108,000 to Parentline to help them expand the service they provide into a national freephone helpline for parents. This is in addition to £25,000 from the Department of Health under their section 64 grants programme and £35,000 funding from the Department for Education and Employment to the National Stepfamilies Association for a joint project with Parentline.
The Home Office does not fund Childline.

Is Peter Tatchell A Paedophile Or Simply Misunderstood?
Peter Tatchell was born in Melbourne Australia on 25th January 1952, he moved to London in 1971 to avoid conscription. In 1978 Tatchell joined the Labour Party and moved to Bermondsey, South East London. Tatchell ran as the Bermondsey Labour Party candidate in the 1983 General Election. Despite Bermondsey being a Labour stronghold he lost to Liberal candidate Simon Hughes. In February 2000 he left the Labour Party for unknown reasons. In 2004 he joined the Green Party and was chosen to be their candidate for Oxford East in the 2010 General Election, however for some reason he withdrew his candidacy in 2009.

Peter Tatchell wrote the chapter “Questioning Ages of Majority and Ages of Consent” for a book openly advocating paedophilia and finding ways “to make paedophilia acceptable“.
This book, published in 1986 and called The Betrayal of Youth (B.O.Y.), was edited by Warren Middleton, then vice-chairperson of the Paedophile Information Exchange, Britain’s number one paedophile advocacy group.
Stephen Green, anti-paedophile campaigner wrote: “The book was part of a campaign to abolish all ages of consent, destroy the responsibilities of parents for their children, deny any ill-effects on children of interference by paedophiles, and withal to make it easier for paedophiles to gain sexual access to children.“
In The Betrayal of Youth Tatchell wrote that the age of sexual consent is “Reinforcing a set of increasingly quaint, minority moral values left over from the Victorian era“.

Feminists like Beatrice Faust contributed to The Betrayal of Youth, as well as other homosexual activists besides Tatchell, including Jeffrey Weeks and Eric Presland, who “related his first paedophile experience with an Asian boy of thirteen, and boasted of interfering with a little boy of six“.
The book is considered so toxic that Amazon doesn’t sell it and you cannot search its content in Google Books.
Tatchell is well aware of how much all this is bad publicity for him and keeps rationalizing and adjusting his positions, but only the ideologically blind or pathologically naive cannot see through his self-excuses.
He has prepared a standard self-defence which can be found on his own website and has been repeated verbatim on many outlets. It used to also be on the site of his friend militant atheist, Richard Dawkins, but it’s not there any more. Maybe even Dawkins draws a line at what is morally allowed, even though his motto is “There’s probably no God – now stop worrying and enjoy your life”.
In this article that supposedly should serve to exculpate him, Tatchell has nothing better than this: “The critics also cite Warren Middleton’s 1980s book, Betrayal of Youth, to which I contributed a chapter. I had no idea that he was involved in child sex abuse matters when I was asked to write.”
Considering that Warren Middleton was co-founder and vice-chairperson of the Paedophile Information Exchange (PIE), a prominent group promoting paedophilia, it was impossible for Tatchell not to have known his propensities. In addition, both Tatchell and Middleton were part of the Gay Liberation Front/Angry Brigade, a neo-Marxist revolutionary group of radical students at the London School of Economics, thus making Tatchell’s protestations of ignorance verge on the ridiculous.

Look at his defence of the book Dares To Speak:
“Dares to Speak was an academic book published in 1997, authored by professors, anthropologists, psychologists, sociologists, a Dutch senator and a former editor of a Catholic newspaper. It discussed the age of sexual consent and whether all sex between young people and adults is necessarily unwanted and harmful, based on what it said was objective research with young people.

The authors queried, among other things, the balance between giving young people sexual rights and protecting them against abuse. These are entirely legitimate issues to discuss.”
Leaving aside the irony (probably lost on humorless Tatchell) about his using a “former editor of a Catholic newspaper” as a guarantor of the morality of a book while he constantly treats the Catholic Church like a den of abusers. The book Dares to Speak, that Tatchell praises so much as an academic achievement, was edited by Joseph Geraci, who was also the editor of Paidika: The Journal of Paedophilia. The book is a collection of articles from the journal.

Here is Tatchell’s letter to the Guardian dated 26th June 1997 (a few weeks after Labour’s General Election win) which he denied writing when I asked him about it. However I can find no record of a complaint to the Guardian, the Press Complaints Commission or any lawsuit for libel:

Far from being harmed, Prof Herdt says the boys grow up to be happy, well-adjusted husbands and fathers. Several of my friends – gay and straight, male and female – had sex with adults from the ages of nine to 13. None feel they were abused. All say it was their conscious choice and gave them great joy. While it may be impossible to condone paedophilia, it is time society acknowledged the truth that not all sex involving children is unwanted,abusive and harmful.

Child sex ‘expert’ is jailed for girls’ abuse
A predatory paedophile who established himself as an “expert” adviser to the police and courts on sex crimes was jailed yesterday for seven years for systematically abusing three girls.
Police believe Stephen King, who even advised the courts on appropriate sentences for offenders, could have assaulted many others over three decades.
King had no formal qualifications in the field but was a “self-proclaimed expert on the Children’s Act and pornography – he made it his life’s work”.
King’s advice was offered to and accepted by a number of agencies, including the Crown Prosecution Service, the Metropolitan Police, the Sentencing Advisory Panel and the Appeal Court.
Mr Zinner said: “He had lectured to various criminal justice conferences at which the Met Police, the CPS, the Probation Service and other interested agencies were present.”
King recorded his activities in meticulous detail, the court heard. There were more than 560 indecent photographs, a video recording of indecent acts and a diary of his sexual encounters.
King, of Herne Hill, south London, was a member of the Paedophile Information Exchange. He plied the children with alcohol before abusing them, the court heard. One of the victims had learning difficulties and all three had been severely traumatised by the assaults. One had attempted suicide.
King’s crimes were uncovered when pornographic material was discovered on his computer while he was being investigated for alleged benefit fraud.
Luis Macchiavello, the director of London-based firm Infolog, said that King lectured as a guest speaker on child pornography at conferences organised by the company. Mr Macchiavello said he could not recall how many times King had been invited to speak.
John Carr, the internet adviser to the children’s charity NCH, said he had refused to lecture at some conferences that had been privately organised because of concerns over security.
Officers also discovered that he had worked close to children for years as a tutor, athletics coach and photographer. They fear he may have abused many more girls.
“In 2002 the defendant submitted advice to the sentencing advisory panel on offences involving child pornography. He was credited in the final recommendations to the court of appeal alongside the Law Society, Bar Council, the Law Commission and the Probation Service.”
Luis Macchiavello, director of Infolog with which King was linked, said: “He was a speaker in our events. I can’t recall how many events he spoke at. We have hundreds if not thousands of people who speak at our events.”
King’s name features in a 2002 report on child pornography submitted by the sentencing advisory panel, whose members are appointed by the lord chancellor, to the appeal court. Lesley Dix, secretary to the panel, said his name was included only because he offered a response to a consultation paper. His opinion had not been actively sought.
A spokesman for the Met said King had not directly worked for the force.

Harding was convicted of indecent assault against four children aged eight and nine in the late 1950s and was a “schedule 1” offender – meaning his convictions remained on his police file for life.
But he was later given the Freedom of the City of London and became a member of the Worshipful Company of Clockmakers, meeting business and political figures at the height of his career. The clockmaker and music box expert ran a museum regularly visited by children, despite social services being aware 20 years ago of his convictions for child abuse.

Shortly before his death, Dunn, a prominent gay activist, became convener of lobby group Outright Scotland. In 1997, he condemned police over a camera surveillance operation in public toilets in Stirling which led to several gay men being charged – even though the investigation also revealed that some men had sex with a 13-year-old boy. In 1974, Dunn co -founded the Paedophile Information Exchange ( PIE) with Michael Hanson. It became the leading contact group for adults campaigning for the right to have sex with children. In an interview in 1997, Dunn admitted he and Hanson had agreed to facilitate research into sex with children.
Dunn was caught on tape bragging abut interfering with a fourteen-year-old boy. The existence of the tape caused him to abandon a libel action he had brought against a Sunday newspaper, which named him as a paedophile. The encounter itself does not seem to have been a one-off – at his funeral in 1998, a young man claimed Dunn had raped him when he was fifteen. Dunn also supported a paedophile magazine called ‘Minor Problems.’
Charles Napier One-time treasurer of PIE Charles Napier is alleged to have sexually assaulted boys whilst a gym master at Copthorne School. He became an English Language Trainer at the British Council and was convicted of sexual assault against minors in London in 1995 and investigated as an alleged member of a paedophile network operating in British schools in 1996. As a possibly last series of connections to map, I am returning to Robert Graves’ buddy William Sargant, who worked at St Thomas’ Hospital from 1948 to the end of his career as head of the department of psychological medicine. In 1962, Sargant found himself a new assistant in one David Owen, a neurology and psychiatric registrar who had only just qualified as a doctor. Two years earlier, Owen had joined the Vauxhall branch of the Labor Party and the Fabian Society.[1] The reason this is relevant is that Owen was allegedly complicit in allowing Jimmy Savile access to the psychiatric hospital Broadmoor, where he (Savile) abused countless patients over a period between 1968 and 2004 (when Savile had use of a personal set of keys to the hospital). According to The Daily Telegraph, Savile’s “involvement at Broadmoor was rubber-stamped in 1974 by Dr. David Owen, now Lord Owen, who was health minister.” Thanks to Owen, Savile “came to be in charge of Broadmoor for a period in the 1980s when he was put in charge of a task force to run the secure hospital.”
It’s generally been assumed that the reason Savile wanted (and was given) access to Broadmoor (besides visiting his pals Reggie Kray and Peter Sutcliffe) was to indulge his sadistic sexual proclivities by taking advantage of defenseless young girls (many of whom were simply runaways or troublemakers at school). No doubt this was part of it, but it may not have been the whole reason. It’s also possible, in the light of all the other evidence of similar “schooling” programs going on through the UK and the US and elsewhere for decades, that Savile had a specific role at Broadmoor, and that the institution was being used as a locale for the sorts of sexual and social research and experimentation which has fascinated the Fabians and others since at least the turn of the century. Maybe Broadmoor was, like Wedekind’s Sadian castle, a prison-school for “the bodily education of young girls”?
Nor are we talking only about Broadmoor. In 2014, Kate Lampard carried out an independent review of Savile’s predations within the British National Health Service (NHS), including over forty hospitals. Her report was quoted in The Guardian in 2015: “Savile’s status and influence . . . . was enhanced by the endorsement and encouragement he received from politicians, senior civil servants and NHS managers. His access within NHS hospitals gave Savile the opportunity to commit sexual abuses on a grand scale for nearly 50 years.” (emphasis added)
The article goes on to quote Liz Dux, a lawyer who represents 44 of Savile’s victims, calling the report a “crushing disappointment” because it held no one accountable.
“‘It beggars belief that a report which has revealed Savile was widely known as a sex pest at Stoke Mandeville can find no evidence of management responsibility,’ Dux said. ‘Ten victims had reported their assaults to nursing staff on the ward, including one complaint being made to management, yet still his deviant and sickening behaviour continued.’ She said the revelation in the report that three other doctors had committed serious sexual offences at the hospital in the past four decades suggested “something seriously amiss.’” (For the dozens of separate hospital reports of Savile’s fifty years of sexual abuse, go here.)
I have said that I wish to avoid unnecessary speculation with this work; but on this occasion I’m willing to go out on a limb, because without the horrifying context provided by Savile’s activities, the following information may seem random and bizarre. And maybe it is, but the only way to find out if the pieces fit is by placing them side by side.
The following facts are taken from a Mental Health History Timeline assembled by Middlesex University:
“In 1926 [the year Jimmy Savile was born] An appeal to The Commonwealth Fund (New York) by Cyril Burt and Amy Strachey, (born Amy Simpson 1866) ‘Mrs. St Loe Strachey’ for funds to start training psychiatric social workers at the London School of Economics (see below) and support for Child Guidance.” (What exactly do economics have to do with psychiatry or child guidance?) Three years later, in 1929 (the year Westlake founded his Forest School): “With money from The Commonwealth Fund, a Diploma in Mental Health started at the London School of Economics to train Psychiatric Social Workers. The fund’s Director, Barry Smith, had written in 1928 that ‘the training of psychiatric social workers is an essential and fundamental part of [a] child guidance program.’”

“When the Commonwealth Fund agreed to finance the establishment of child guidance clinics in Britain, it stressed the need to train social workers in a university setting. Thus in 1929, the London School of Economics established the first course to train social science graduates with some experience of social work as PSWs. The Commonwealth Fund is a private foundation that is still around today. It was founded in 1918 by the widow of Stephen Vanderburgh Harkness. Harkness was the American entrepreneur and silent partner of John D. Rockefeller, Sr., in the founding of Standard Oil (and a director of Standard Oil until his death). Today, the Rockefeller Foundation houses all the archives for the Commonwealth fund. From their website: “As an independent, nonpartisan organization, the foundation has aimed to help develop common ground from which policymakers across the political spectrum can lead the nation toward a health care system that assures its residents have long, healthy, and productive lives.” (emphasis added)
Anna M. Harkness
Cyril Burt, mentioned above, was a member of the London School of Differential Psychology, and of the British Eugenics Society, so probably a Fabian. Amy Strachey, a.k.a. “Mrs. St Loe,” was the wife of John Strachey, a British journalist and father of the other John Strachey already mentioned in this work, the Labor politician who was at Oxford in 1922, when my grandfather arrived. Strachey joined the Labor Party the following year in 1923. From 1946 to 1950, he was the Minister of Food, which would have given him plenty of reason to have had dealings with Alec Horsley. While I have found no definite links to MI5 or MI6, his name certainly crops up a lot in related literature, and he is almost certainly one of the circle.[2]
The Mental Health Timeline continues (for 1929) by mentioning a work called Our Baby—For Mothers and Nurses, eventually published in 1936 by John Wright/Simpkin Marshall, which “on page 126 lists Idiocy under Congenital Defects”:
“This is a term for mental weakness which dates from birth. It varies in degree from a mere feebleness of intellect, to a state in which the mind seems wholly absent. Should a child fail to answer to most of the tests of normal progress given on page 88, it must be considered backward, and the child should be taken to a doctor, as systematic training should be begun very early, considerable improvement being then almost always possible.”
This description clearly evokes what would become standard operating procedure with autistics in the coming decades. And do I need remind the reader of Russell’s plan for close surveillance, categorization and the use of “behaviourism” with children, from the moment of conception onward?
The Timeline then quotes a “Wood Report on Mental Deficiency published by the Board of Control”[3] from the same year:
“the majority of the feeble-minded are to be found within a relatively small social group, a group which may be described as the subnormal or social problem group, representing approximately 10 per cent of the whole population. Most of the parents in this subnormal group are themselves of poor mental endowment, and would no doubt have been classed, when children, among the dull or retarded. Similarly the dull children of the present generation, who form a large majority amongst children in this subnormal group, are the potential parents of many feeble-minded in the next generation. Therefore, from the standpoint of the prevention of many social evils it is of the utmost importance that the problems of the education and social care of the borderline retarded child should be effectively tackled. . . . Let us assume that we could segregate as a separate community all the families in this country containing mental defectives of the primary amentia type. We should find that we had collected among them a most interesting social group. It would include, as everyone who has extensive practical experience of social service would readily admit, a much larger proportion of insane persons, epileptics, paupers, criminals (especially recidivists), unemployables, habitual slum dwellers, prostitutes, inebriates and other social inefficients than would a group of families not containing mental defectives. The overwhelming majority of the families thus collected will belong to that section of the community which we propose to term the ‘social problem’ or ‘subnormal’ group. This group comprises approximately the lowest 10 per cent in the social scale of most communities.” (Full report in several parts here.)
The Mental Health Timeline then refers to the April 1929 Journal of the American Medical Association about the establishment of the London Child Guidance Clinic (citing “Bowlby 1936” and “Tavistock 1967” and cites (in 1929) a “Conference on Mental Health convened by the Joint Committee of the National Council for Mental Hygiene and the Tavistock Square Clinic. Held in Westminster.”
The Bowlby referred to is Edward John Mostyn Bowlby, a British psychologist, psychiatrist, and psychoanalyst, notable for his interest in child development and for his pioneering work in attachment theory. (A Review of General Psychology survey published in 2002 ranked Bowlby as the 49th most cited psychologist of the 20th century.) Bowlby worked during World War II in Canonbury in the child psychiatry unit with maladapted and delinquent children, which led to an interest in the development of children, and to his work at the Child Guidance Clinic in Islington, London. By his own account, he had help getting established from some “academic economist” friends.[4]
As for the Child Guidance Clinic, it was founded by the Jewish Health Organization in 1927 and was the first children’s psychiatric facility in the UK, and allegedly also Europe. From The Use of Psychoanalytic Concepts in Therapy with Families, by Hilary A. Davies:
“It was set up to meet the needs of the immigrant population who had settled in that part of London since the beginning of the century and whose children were perceived to have emotional, psychological, behavioral, and educational difficulties. A foreword to an early report by the Clinic is quoted as saying that ‘in its efforts to adjust the groping child mind to life, to make useful citizens of difficult and abnormal boys and girls [it] is doing the work of civilization.’ . . . The Clinic was able to offer a service to almost 1900 children and families from all over the UK in the first 4½ years of its existence. The Clinic later moved and became the Tavistock.”[5]
Returning to the Mental Health Timeline, John Bowlby joined the Tavistock Clinic in 1946 as Deputy Director and set up the Children’s Department to develop clinical services, training and research. In 1948, he obtained a small grant from the Sir Halley Stewart Trust to “empirically study the effects of early separation and deprivation” (emphasis added). For his research, he hired a psychiatric social worker (James Robertson, presumably LSE-trained). The London Child Guidance Clinic eventually became the Child Guidance Training Centre and was housed in the Tavistock Centre from 1967. In 1985, it merged with the Tavistock Clinic’s Department for Children and Parents and became the Child and Family Department.
I noticed in the Timeline at this point (1986) the mention of “MBE [first appointment to the Order of the British Empire, the one before OBE] in New Year Honours: Miss Eve Saville, General Secretary, Institute for the Study and Treatment of Delinquency.” A quick search revealed that Miss Eve Saville was a Fabian.[6] Whether she was related to Jimmy, OBE, I do not know and I doubt anyone else does (not counting those who do). The names Savile and Saville seem to be more or less interchangeable, and one easy way for Sir Jimmy (who called his mum “the Duchess”) to cover any possible aristocratic ancestral tracks might have been to remove one of the l’s. Eve is a somewhat mysterious character, considering there is almost nothing about her online and yet there is a Memorial Lecture named after her. She was the author of an obscure tract called “A History of the I.S.T.D [Institute for the Study and Treatment of Delinquency]: A Study of Crime and Delinquency from 1931 to 1992.”
After a period searching through Google Books, I found a most unexpected affiliation between Eve Saville and Victor Neuburg, Crowley’s ill-fated homosexual partner and disciple, and fellow phallus-worshipper with Dion Byngham. In The Magical Dilemma of Victor Neuburg, the author Jean Overton Fuller reveals, through her correspondence with Eve Saville, that Neuberg was one of the founding members of the ISTD. In a letter to Fuller, Saville writes that Neuberg “was present at the very first meeting [at Primrose Hill, near Hampstead, and] appeared as one of the original members of the Executive Committee and as Honorary Secretary at the beginning of 1931.” A list of thirty-nine Vice-Presidents for 1934 included Freud, Jung, Adler, Havelock Ellis, and H. G. Wells.

Well, to cut a long story short—first of all I had had a good scientific training at Cambridge, and secondly, my academic friends were very powerful debaters and any position which I took up I had to justify up to the hilt by argument and evidence. However, it’s also possible the Lady Lawrence referred to was the British Labor MP Susan Lawrence, who was appointed Parliamentary Secretary to the Ministry of Health in 1929.
