Bron Madson said she had left the Independent Inquiry into Child Sexual Abuse for “personal reasons”

A senior official has quit the public inquiry into child abuse amid reports of tensions over a consultancy firm that has been paid nearly £300,000.

Bron Madson left her role as head of communications at the Independent Inquiry into Child Sexual Abuse (IICSA) last week. The inquiry revealed that it has paid the consultancy firm Crest Advisory £294,232 since 2015 for “strategic communications advice”.

Ms Madson is the latest high-level departure from the IICSA, which is scheduled to hold its first public evidence session this month. She and her team are said to have been frustrated by the reluctance of senior officials and members of the panel to engage with the media at a time when the future running of the Inquiry…

Michael Mansfield, QC who on Radio 4’s morning programme today argued that Polanski should be treated “compassionately” and because his crime wasn’t as bad as genocide in Guinea and Darfur it shouldn’t be prosecuted.

In March 1977, film director Roman Polanski was arrested and charged in Los Angeles with five offenses against Samantha Gailey a 13-year-old girl[1] – rape by use of drugs, perversion, sodomy, lewd and lascivious act upon a child under 14, and furnishing a controlled substance to a minor.[2

Oscar-winning director Roman Polanski should return to the US to be sentenced for child sexual abuse and not receive special treatment as a “wealthy celebrity”, prosecutors have said.

A judge in Los Angeles is considering whether the long-running case involving the French-Polish film-maker – who has spent nearly 40 years on the run – should be drawn to a close.

Polanski, now 83, pleaded guilty to having unlawful sex with a 13-year-old girl at actor Jack Nicholson’s house but fled the US on the eve of sentencing in 1978.

Lawyers for the director say he is willing to return to America from France if he is assured he will not serve more jail time.

But prosecutor Michele Hanisee told a court hearing on Monday that Polanski was asking for “special treatment” and for the court to “completely abandon legal principles”.

“The People simply do not believe it is in the best interests of justice to give a wealthy celebrity – and that’s what Mr Polanski is – different treatment than any other fugitive from justice,” she said.

“If Mr Polanski returns, the People are confident he will get a fair hearing here in this court.”

Polanski’s lawyer Harland Braun said his client’s crime was “indefensible” but he fled at the time because he was “lied to” by the court about the sentence he would receive.

“This is a very unique case,” Mr Braun said.

“He is an 83-year-old man with a 40-year-old case that he wants to wrap up.”

Mr Braun told the court that the sentence at the time of Polanski’s offence was a maximum of two years in prison with 50% credit – meaning he would have spent 12 months in custody “at most”.

Polanski had already served 10-and-a-half months in custody in the US and Switzerland, he added.

Polanski fled the US after spending 42 days in an American jail when he feared a now-deceased judge would extend his sentence.

“He knows what he was promised,” Mr Braun said.

“We know he has served eight times what he was promised.”

The lawyer told the court the victim in the case said she wants “this thing over with”. He also called for a warrant issued for Polanski’s arrest to be dropped.

After hearing arguments from both lawyers, Judge Scott Gordon said he would issue a written ruling at a later date.

In Sharon Tate: A Life, author Ed Sanders writes that the Valley of the Dolls star’s husband was a dominating force in her life, urging her to fulfill his sexual fantasies by taking drugs and participating in affairs, orgies and home sex videos that he would later play for his friends at parties. The homemade sex tapes included “sadomasochistic-porno movies” that featured “quite a few recognizable Hollywood faces,” the author writes.

“Sharon told me about Roman – about imposed sexual scenes on her,” her friend, photographer Shahrokh Hatami, tells the author. “He was bringing other girls to have threesomes with Sharon, and Sharon didn’t like it that he was picking up girls on the Sunset and bringing them home to have sex with them.”

Polanski was nine years her senior.

The director allegedly refused to sleep with Tate after she became pregnant with his baby in 1968, and urged her to get an abortion. When she protested, he left the U.S. for London and had an affair with Michelle Phillips of The Mamas & the Papas, Sanders writes.

The summer after she became pregnant, Polanski “treated her like she was a piece of excess baggage,” writes Sanders. “He was even pointedly cruel to her in front of others at times, calling her ‘a dumb hag’ and criticizing her whenever she expressed an opinion.”

The couple’s baby would never be born. Tate was just two weeks from giving birth when she and four others were savagely killed by members of the Manson Family at her and Polanski’s L.A. home in August 1969.

The radical QC, famed for helping overturn the convictions of the Birmingham Six and alleged Jill Dando killer Barry George, was reported this week to have been arrested, then released without charge after a night in the cells, over an alleged assault at a hot tub party.
Miss Greenway, a divorced mother-of-two, was until a few years ago an accounts clerk, but after taking an Open University course in her 40s she began interviewing downmarket comedians. 

She bizarrely describes herself as a ‘documentalist’, and also publishes a blog. But Miss Greenway, who calls herself Anna Christian, has suddenly found a deep interest in Left-wing politics after meeting Mansfield.

On Greenway’s website, Mansfield offers a glowing testimonial to her journalistic skills. It does not reveal that they are lovers.

Before her conversion to support for Palestine and other campaigns, her blogs and tweets had been notably more downmarket.

  • In an earlier version of this article, we alleged that Ms Greenway had recorded an interview with Freddie Starr, and posted online a picture of herself with Stuart Hall. In fact, Ms Greenway has not met either man and is not associated with them.

Greenway, 51, a divorced mother of two who runs an online video and events business called Anna Christian Productions Ltd, is thought to have been caught up in the incident.

“She thought that she had given away some information about the reconfiguration of the company that she understood was going to lead to the loss of her job.”

Then she said she had resigned, which was confusing in the face of a supposed redundancy. A few days later Mansfield phoned again: “She thought she was being watched, listened to and, therefore, what had happened was getting back to the company,” he says.

He arranged to meet Anna that Sunday and when he called to check the arrangements she replied briskly, “Yes, Dad, yes, Dad – I’ll see you on Sunday. I’m fine.’’ Then she put the phone down.

She worked in the media and had spent 10 years at Reuters, before moving to a similar corporation.

And now he has started a suicide group SOS

Career

Michael Mansfield was called to the Bar at Gray’s Inn in 1967, became Queen’s Counsel in 1989 and was elected as a Bencher of Gray’s Inn in 2007.

As of 2014 he was the President of the Haldane Society of Socialist Lawyers, and is a Professor at Law at London’s City University. Mansfield is a regular after dinner and keynote speaker.[3]

As well as representing those wrongly convicted of the IRA pub bombings (Guildford Four and Birmingham Six), Michael Mansfield has represented: the Angry Brigade; the Price sisters; Brian Keenan; the Orgreave miners; Mahmood Hussein Mattan, Ruth Ellis and James Hanratty (in posthumous appeals); those involved in the 1994 London Israeli Embassy attack; Stephen Lawrence‘s family; Michael Barrymore at the Stuart Lubbock inquest; Barry George at the inquest into the death of Jill Dando; the gangster Kenneth Noye;[4][5] the Bloody Sunday families; Arthur Scargill; Angela Cannings; Fatmir Limaj, a Kosovo-Albanian leader prosecuted in The Hague; Mohamed al-Fayed in the inquest into the deaths of his son Dodi al-Fayed and Diana, Princess of Wales; and the family of Jean Charles de Menezes.

How thorough was this “inquiry”? What evidence was presented to this “inquiry” for them to come to this conclusion? Did the alleged victim give a statement, was she even spoken to?

Bizarre.

A soldier who was part of a sex abuse ring that held ‘paedophile parties’ has been jailed indefinitely.

Simon Wyn-Davies, 38, claimed he raped children and hoarded child pornography to block out the trauma of his war-time experiences in Afghanistan.

The Household Cavalry soldier told a judge he was suffering from post traumatic stress syndrome following tours of duty in the war-torn country.

The soldier abused a schoolgirl for up to 18 months and had even begun grooming her to become an animal porn star, the judge was told.

He filmed hundreds of indecent videos and still photo images of the molestation and sent the sick material to a string of other perverts by email.

Wyn-Davies even arranged for an HIV sufferer to sexually assault a girl in the back of his Jeep as he drove around Windsor, the hearing at Reading Crown Court was told.

The former Queen’s guard from Windsor, Berkshire, was given an indeterminate prison sentence for public protection at Reading Crown Court and will serve a minimum of 11-and-a-half years.

He was jailed for 22 counts, including rape of a child under 13, conspiracy to rape and distributing indecent images of children.

His sentence follows the previous conviction of his teaching assistant wife, Fiona Parsons-Davies, aged 45 years, who admitted child cruelty after her ‘willful blindness’ at not reporting sexual abuse to police and was jailed for two years.

Three other members of the gang were also jailed indefinitely in September – retired Nicholas Cordery, 63, from Wiltshire, charity worker Peter Malpas, 47, from Moulton, Northamptonshire and IT trainer Anthony Flack, 54, from Bristol.

The Honourable Mr Justice (David) Calvert-Smith has been appointed as the new Chair of the Parole Board today.

Sir David Calvert-Smith has been a High Court Judge in the Queen’s Bench Division since 2004 and was a Presiding Judge of the South Eastern Circuit from 2006 to 2010. He served as the Director of Public Prosecutions from 1998 to 2003.

The Lord Chancellor Kenneth Clarke said:

‘I am delighted to announce Sir David’s appointment as Chair of the Parole Board.

Abuse inquiry defended after victims’ group quits

The Shirley Oaks Survivors Association, for 600 victims who lived in children’s homes in Lambeth, said it had no confidence in the inquiry’s leadership.

Chuka Umunna MP said the inquiry chair, Prof Alexis Jay, should be replaced.

Raymond Stevenson, who has previously spoken about being physically abused during his time at the Shirley Oaks home in the 1970s, said the group’s members had voted “overwhelmingly” on Saturday to pull out of the inquiry.

Mr Stevenson told the BBC that the group “felt relieved not to be part of this mangled attempt to get belated justice for our members” and he called the inquiry an “unpalatable circus”.

“The inquiry has just lurched from disaster to disaster and we do not believe Alexis Jay, the chair, is the right person to wrench open the Pandora’s box of historical lies and cover-ups that have happened over the decades,” he said.

He said the inquiry was not a “genuine attempt” to look at the truth.

“When you look at the debacle that has taken place with resignations, with heads leaving, claims of racial abuse, sexual abuse, this is not an environment we would put our members through,” he said.

In a statement, the group claimed the inquiry’s fourth chair – former social worker Prof Jay – was planning nothing more than a “social work talk shop”, which it said would achieve nothing, and described her as “an uninspiring leader”.

The Shirley Oaks Survivors Association is planning to publish the results of its own investigation.

It claims that the Home Office, which sponsors the inquiry and provided some of its staff, had a role in covering up abuse in the past.

Chuka Umunna MP said there was concern about her social work background because “for many of the survivors… a lot the perpetrators came from that profession”, and further concern about the “severe dysfunction” in the legal team.

“So for all those reasons I don’t have confidence in this chair and I think we need a new one,” he said.

Resignations

The inquiry has been beset by difficulties since it was set up in July 2014 to investigate allegations made against local authorities, religious organisations, the armed forces and public and private institutions in England and Wales, as well as people in the public eye.

Three chairwomen – former president of the High Court Family Division Baroness Butler-Sloss, her replacement, leading lawyer Dame Fiona Woolf, and Justice Goddard, a New Zealand high court judge – have already stood down.

A number of senior lawyers on the inquiry have also quit – the most recent of which was Aileen McColgan, who resigned on Wednesday amid concerns about the inquiry’s leadership.

Ben Emmerson QC, the most senior lawyer on the inquiry, resigned last month, and Elizabeth Prochaska – the inquiry’s second most senior lawyer – had stepped down on 15 September.

This week it was announced the inquiry has also delayed hearings into the late Lord Janner.

Oscar-winner Matt Damon, supermodel Cindy Crawford and U2 singer Bono were all on the wedding convoy, along with veteran actor Bill Murray and American actress Ellen Barkin.

In Venice, his shipmate Ms Barkin, the star with Al Pacino of the film Sea Of Love — whose most recent marriage was to American billionaire Ronald Perelman — was reportedly swept off her feet by the British lawyer.

The odd couple — Mr Emmerson is nine years her junior — were even briefly engaged.

He had founded (along with others) Matrix Chambers, the holier-than-thou barristers’ set with the then Prime Minister’s wife Cherie Blair in 2000.

One of Mr Emmerson’s favoured juniors was — and continues to be — the glamorous and clever Mrs Clooney – British lawyer Amal Alamuddin

Their most high-profile collaboration came in 2011 when they represented WikiLeaks’ founder Julian Assange in his fight against extradition to Sweden to face charges of rape and sexual assault.

Mr Emmerson had told the court that Assange’s behaviour towards two women  was not a crime.

Shortly before the Clooney nuptials, he was appointed lead barrister for the Independent Inquiry into Child Sex Abuse (IICSA).

It emerged that Mr Emmerson’s deputy, Elizabeth Prochaska — the daughter of the Principal of Somerville College, Oxford — had quietly quit the inquiry on September 15 in mysterious circumstances.

In the last fortnight Mr Emmerson,  was suspended from his duties by the fourth inquiry chairwoman Professor Alexis Jay. Prof Jay had ‘become very concerned about aspects of Mr Emmerson’s leadership of the counsel team’. Those ‘aspects’ were not explained, but have been linked to the resignation of Ms Prochaska.

Twenty-four hours after his suspension, Mr Emmerson, a divorced father of four, had also resigned. Then the shutters came down.

He and Ms Prochaska, a Labour Party activist and women’s rights campaigner who is also at Matrix Chambers, separately signed ‘non-disclosure agreements’ so they could not reveal the reasons behind their departures.
An internal investigation into Mr Emmerson’s behaviour was dropped as soon as he left.

How convenient and befitting for a coverup, non-disclosure agreements all round and no further investigation after resignations!


Emmerson leaves under a cloud of toxic rumour concerning his own behaviour behind the scenes — and, it was revealed this week, not a penny in severance pay, unlike the inquiry’s third chair, Dame Lowell Goddard, who received £80,000 in pay and allowances when she resigned in August.

So many rumours flourished — fuelled by BBC2’s Newsnight, which suggested there were ‘serious problems’ in the working relationship between Mr Emmerson and his junior Mrs Prochaska — that fellow Left-wing legal icon Baroness (Helena) Kennedy of the Shaws QC was moved to issue a statement of support. It did little to quell the hearsay.

After leaving Douai, Mr Emmerson studied at Bristol University and was called to the Bar in 1986. He made his first major mark the following year when he co-authored a report, commissioned by the Haldane Society of Socialist Lawyers (current President is Michael Mansfield) and a number of trade unions, into the policing of the 1986 Wapping Dispute at the News International headquarters (when war broke out between the print unions and Rupert Murdoch).

His fellow author was another young barrister called Anne Shamash. The two were part of a ‘brilliant young generation’ of civil rights lawyers who emerged during the Nineties.

They married and have four sons, but separated some years ago. Ms Shamash is now an immigration judge and has refused to comment on her ex-husband’s travails.

Ben Emmerson was a boarder at the Douai School in Berkshire which was run by the adjacent Benedictine Abbey.

Ironically, a number of the school’s former staff were later convicted of child sex abuse offences and it closed in 1999.

Mr Emmerson replied: ‘I didn’t even know the school had closed after sex abuse scandals involving pupils and staff/teachers. I thought it had closed down after an affair between one of the monks and an adult female parishioner.

‘That all happened a long time after I was there, of course.’

This shows a truly amazing lack of interest for a man who was effectively in charge of an investigation into institutional child sex abuse!

On both occasions, the complainants were assured the matter had been “dealt with”, but Smith continued to abuse boys in his parish.

Alice Prochaska studied at Somerville College in the University of Oxford and received BA and DPhil degrees in Modern History.

Prochaska was initially a museum curator, and then an archivist at the Public Record Office, now The National Archives.

From 1984 to 1992 she was administrator and deputy director at the Institute of Historical Research, University of London.

From 1992 to 2001 she was Director of Special Collections at the British Library. She then became head librarian at Yale University, United States, from 2001 to 2010.[2][3]

She became Principal of Somerville College from 1 September 2010.[4][5]  She will be stepping down at the end of her seven-year term in August 2017.[7]

Prochaska was involved with the design of the first National Curriculum for history in the United Kingdom during 1989–90. She was a governor of London Guildhall University, now part of London Metropolitan University. She chaired the National Council on Archives and was a member of the Royal Commission on Historical Manuscripts.

Prochaska is a Fellow of the Royal Historical Society and served as Vice-President from 1995 to 1999.[1] In the US she chaired the Center for Research Libraries and several committees of the Association of Research Libraries, served on the Board of Yale University Press, and lectured on subjects relating to archives and special collections. Prochaska currently lectures and publishes on topics related to national heritage and national identity. She now chairs the Sir Winston Churchill Archive Trust, and serves as a Pro Vice Chancellor of the University of Oxford.

He said that the existing contracting culture for public services had resulted in charities “swimming into the mouth of the Leviathan” by moving further from their roots and becoming less likely to be independent.

“The use of charities to do the government’s bidding has been criticised as a devolved form of government administration that turns the intermediary institutions of civil society into agencies of the state through contracts and financial control,” Prochaska said.

Mulberry Bush School is an independent residential special school in the village of Standlake in Oxfordshire, for children aged 5 to 12 years.

Her greatest mentor was the eminent child psychiatrist, Donald Winnicott, who encouraged her to extend her work.

Tavistock & Rudolf Hess

John Rawling Rees became its medical director (Tavistock) from 1934. This group specialised in the new ‘dynamic psychologies’ of Sigmund Freud and his followers, and in particular the Object relations theory of Ronald Fairbairn (Nicholas Fairbairn‘s father) and others.  Recruited to the British Army during the second world war, he became an army Brigadier.

Together with Henry Dicks, a fellow member of the Tavistock Clinic group, Rees was charged with the care of Hitler’s Deputy Rudolf Hess at the secret prison locations where he was held following his capture after landing in Scotland.[3]

Over the four-year period from June 1941 up to Hess’s appearance at the Nuremberg trial, Rees apparently established a relationship with Hess: Hess’s diaries record many meetings with Rees, referred to at this time as Colonel Rees, in which Hess accused his captors of attempting to poison, drug, and ‘mesmerize’ him.[4]

In 1945, Rees was a member of the three-man British panel (with Churchill’s personal physician Lord Moran, and eminent neurologist Dr George Riddoch), which assessed Hess’s capability to stand trial for war crimes.[5]

Post-War “Operation Phoenix”

After the war, Rees and five others got together and formed an ‘Interim Planning Committee’ (IPC) chaired by Wilfred Bion, meeting twice a week to formulate a new way forward for their work at the Tavistock, based on war-time experience.[1]

Child right activists in Sri Lanka have expressed shock over science fiction writer Arthur C Clarke’s confession in a newspaper interview of a life of paedophilia and called for his deportation just around the time Prince Charles was to knight him.

Clarke, 80, widely regarded as a visionary and author of the celebrated 2001: A Space Odyssey and some 80 other books, was quoted as saying in the interview published in London’s  Mirror that having sex with children was all right.

”Once they have reached the age of puberty, it is OK… It doesn’t do any harm,” said Clarke, who has lived in Sri Lanka for 40 years.

”It would have been like signing our own death warrant,” she said in a reference to the official patronage enjoyed by Clarke, the first foreign celebrity to be given tax-free status on the island.

PRINCE CHARLES is long departed, but the furore over Arthur C Clarke’s sex life, which erupted nearly three weeks ago on the eve of the prince’s visit to Sri Lanka, refuses to die down.

Robson claims he was brought into Jackson’s orbit as a small child in the late 1980s after winning a dance competition in Australia organized by MJJ Ventures.

Two years later, a Jackson assistant contacted his family about meeting with The Gloved One and staying at Neverland during a trip to Los Angeles, he says.

The assistant served as Jacko’s “madam” or “procurer,” his filing states.

During that visit, Jackson allegedly sexually abused Robson. The abuse continued for eight years until Robson hit puberty and Jackson lost interest, according to the complaint.

During the pop icon’s 2005 molestation trial in Santa Barbara County, Robson denied he had been sexually abused. He later recanted, saying it took intensive therapy for him to come to terms with the abuse.

In 2013, Robson’s initial claims against Jackson’s estate were thrown out when a judge ruled he’d waited too long to sue. He is now pursuing the separate civil claims against Jackson’s companies.

A source in Jackson’s camp called the new complaint “too silly” to warrant a response.

Daniel Morgan murder: three men lose case against ‘malicious’ police

High court judge rules against Jonathan Rees, Garry Vian and Glenn Vian but Sid Fillary wins part of his claim

Three men charged with the 1987 murder of the private detective Daniel Morgan have lost their case that police maliciously tried to get them convicted. A fourth man has won part of his claim for damages.

The Morgan case is mired in claims of police and media corruption.

Morgan’s former business partner, Jonathan Rees, and his brothers-in-law, Garry and Glenn Vian, were tried for murder but the case collapsed in 2011. Sid Fillery was charged with conspiracy to pervert the course of justice but eventually the crown dropped the case against him.

In the civil case the four sued the Metropolitan police, alleging that officers were so determined to see them convicted that the force’s pursuit became malicious.

On Friday at the high court in central London, Mr Justice Mitting ruled against Rees and the Vians while Fillery won part of his claim. A claim of misfeasance in public office went in Fillery’s favour because the only witness against him was deemed unreliable and had been mishandled by the detective leading the case.

Fillery was awarded £25,000 in interim damages. The judge said the final sum would be higher and would be decided later.

Morgan was killed outside the Golden Lion pub in Sydenham, south London, on 10 March 1987, aged 37. He was found with an axe embedded in his head.

The high court heard allegations from lawyers acting for the police that Rees paid Glenn Vian to carry out the killing, and that Vian struck two blows with the axe. The court also heard allegations Morgan had been looking into claims involving the drugs trade; it was claimed that one of the alleged killers said: “Morgan knew too much.”

Fillery was a former Met police officer, a friend of Rees. After Morgan’s killing he replaced him in the detective agency Southern Investigations, where Morgan had been a partner.

The News of the World and other media used Southern Investigations, and police suspected it was involved with corrupt officers selling information.

Daniel’s brother, Alastair Morgan, said: “Whatever the conclusions of this judgment, we consider that it would be a travesty of justice if David Cook is allowed to become the scapegoat for the failures of the Metropolitan police over the decades in failing to confront the police corruption that lay at the heart of this case.”

Morgan said he still had many unanswered questions about the death of his brother and the failure to bring his killers to justice: “Why did those at the highest levels of the Metropolitan police repeatedly fail to confront the police corruption that stared them in the face in relation to this case over the decades?

“Like us, the public at large can see how the sickness of such police corruption has been allowed to fester and spread through the ranks, and that is the real mischief for which the Metropolitan police must be held to account.”

The suspects were subjected to bugging, with one recording capturing Rees revealing he could use his corrupt police contacts to access top-secret information, including whether police working on the Morgan inquiry were monitoring him and any of the other suspects.

During the hearings, Jeremy Johnson QC for the Met told the court the murder and the alleged corruption in shielding the killers had “shocked the conscience of the nation”. He said Theresa May, while she was home secretary, had ordered an inquiry into the corruption claims. A panel is investigating and its report is due out this year.

The Met police assistant commissioner Martin Hewitt said: “We strongly believed that it was right and justifiable to pursue these men as part of the investigation into Daniel Morgan’s murder. The judge has found in our favour in relation to the three men that were charged with Daniel’s murder.

“In relation to Sidney Fillery we acknowledge the judge’s findings and what he said about ex-detective chief superintendent Cook. We are considering the appropriate next step to take.

“Whilst we welcome this judgment, I am mindful that the work of the Daniel Morgan independent panel is ongoing, and we continue to work with them as they seek to fully examine the circumstances of Daniel’s murder, and the handling of the case since 1987.”

A former detective who spent four months in jail after he was accused of corruption in a notorious murder inquiry has won a huge compensation payout from the Met Police.

Sidney Fillery, 70, was accused of trying to cover up the axe murder of private investigator Daniel Morgan in a pub car park in 1987.

It was claimed that Fillery had attempted to corrupt the investigation by threatening a witness.

He was charged with perverting the course of justice, but the case against him collapsedin 2010 when the witness, a serious criminal, was shown to be unreliable.

He had been ‘coached’ in his evidence by DCS David Cook in his desperation to see the case solved, the High Court heard.

In a case which has run up £1.6m in legal bills, Mr Justice Mitting ruled that Cook was guilty of ‘misfeasance in public office’ and ordered London’s Met Police to pay Mr Fillery damages.

He will receive £25,000 up front, but his barrister Nicholas Bowen QC said the full claim, to be assessed later, was for ‘many multiples of that’.

In 2003, Fillery admitted possession of indecent images of children and was sentenced to a community rehabilitation order.

However, three men who spent two years in jail before being acquitted of the actual murder saw their damages claims dismissed.

‘Mr Fillery was pursued in this way when there was absolutely no evidence to support it,’ Mr Bowen told the court.

‘The only evidence against him was a thoroughly compromised, corrupt individual, who had been coached by a senior investigating officer.

‘The way Mr Fillery has been treated in this case – as the focus of effectively police corruption – is an outrage.’

Mr Morgan, from Llanfrechfa, Torfaen, was 37 when he was found with an axe embedded in his head after an attack outside the Golden Lion, in Sydenham in southeast London.

His business partner, Jonathan Rees, now 62, and brothers Glenn, 58, and Garry Vian, 56, were all arrested – alongside Mr Fillery – in the aftermath.

However, the case was not proceeded with and charges were only made in 2008 after further evidence from a new witness came to light.

Facing a long sentence himself for other offences, Gary Eaton implicated the Vian brothers in the killing and gave a motive for Mr Rees to have been involved.

He also said Mr Fillery had approached him after the murder and told him to keep his mouth shut or the same would happen to him.

Rees, of Weybridge, and the Vian brothers, of Croydon, were charged with murder, while Mr Fillery, now of Great Yarmouth, was charged with perverting the course of justice.

But the case ‘never got near a jury’ after Eaton’s evidence was thrown out by Old Bailey judge Mr Justice Maddison, and the men were ultimately released.

Mr Justice Maddison said DCS Cook had probably prompted Eaton to implicate the Vian brothers in the killing.

Last month, all four of the cleared men sued the Met Police for malicious prosecution and misfeasance in public office.

Eaton had been ‘coached’ in his evidence by Cook, who was fixated on the men he believed were guilty, their lawyers said.

DCS Cook had broken many of the rules designed to protect the integrity of the justice system, Mr Bowen said.

He had been warned that Eaton was ‘extremely unreliable’ and had mental health issues and yet had contacted him on several occasions, against the rules.

Cook had since ‘gone into hiding in Scotland’ and refused to give evidence in the compensation battle.

Giving judgment, Mr Justice Mitting said what Cook had done in relation to Eaton was tantamount to a crime in itself.

He continued: ‘By prompting a potentially unreliable witness to implicate Glenn and Garry Vian in the Morgan murder, then conceal the fact he had done so from the CPS and prosecuting counsel, Cook did an act which tended to pervert the course of justice.’

He added: ‘He contaminated the source of justice. He knew what he was doing and did it deliberately. He can therefore be taken to have intended to do it.

‘The ingredients of the crime were present.’

However, his motive had been only to secure the charges and convictions of those he himself believed were guilty, he continued.

The judge rejected the malicious prosecution claims, but said Mr Fillery’s misfeasance claim should succeed and he should be awarded damages to be assessed.

Misfeasance claims by the other three men were rejected because the judge said there had been other evidence at the time which could have resulted in charges.

During the trial last month, Met barrister Jeremy Johnson QC accepted that] the murder inquiry had exposed an ‘invidious web of corrupt police officers’ in south London in the 1980s and 1990s.

A prominent barrister specialising in reproductive rights has called for the age of consent to be lowered to 13.

Barbara Hewson told online magazine Spiked that the move was necessary in the wake of the Jimmy Savile scandal to end the “persecution of old men”.

She also said that complainants should no longer receive anonymity.

The NSPCC called her views “outdated and simply ill-informed” and said to hear them “from a highly experienced barrister simply beggars belief”.

Hume was the editor of a magazine called Living Marxism from 1988 until 2000.
The magazine carried sympathetic coverage of Radovan Karadzic, now serving 40 years’ imprisonment for genocide, war crimes, and crimes against humanity. Also getting the soft soap treatment was Ratko Mladic, now on trial on similar charges. After Living Marxism closed, Hume started an online successor called Spiked, in which he claimed that the concept of a war crime was a “highly questionable notion”.
The push against Section 40 of the Crime And Courts Act, and Part 2 of the Leveson Inquiry, by the Murdoch press has reached such a desperate state that not only has the Sun engaged the services of maverick Labour MP Kate Hoey to lie her socks off – as I pointed out yesterday – the supposedly upmarket Sunday Times has brought in Mick Hume to man the barricades. This is a singularly unfortunate.
Here, in one of many Murdoch Is Served posts – the list extends to more than 100, all covering the phone hacking scandal – reference was made to a Spiked article by Hume dated July 2009. This has since been deleted, but thanks to the Wayback Machine we can see The Great Man’s thoughts, and that he called it totally wrong.

Rupert Murdoch. (Keith Rupert Murdoch, AC, KSG) was born on the 11th March 1931 in Victoria, Australia. He is the founder, Chairman and CEO of News Corporation, the world’s second-largest media conglomerate. Murdoch became managing director of News Limited, inherited from his father, in 1952. In the 1950s and ’60s, he acquired various newspapers in Australia and New Zealand, before expanding into the United Kingdom in 1969, taking over the News of the World followed closely by The Sun. He moved to New York in 1974 to expand into the US market and became a naturalised US citizen in 1985. In 1981, he bought The Times, his first British broadsheet. Ray Chapman.  Journalist who joined the News of the World in 1981. Well known cocaine addict and convicted felon. Married a former prostitute. Chapman retired from the paper in September 2007 and died on New Year’s Eve that same year at the age of 71.

Ray Chapman, for many years a News of the World investigative reporter, died on 31 December. He was 71 and retired from the paper only last September.

Determined to quit at the top, the last story he brought in to the paper – that month – was a sensational expose of X Factor judge Sharon Osbourne – a splash and spread which sent circulation through the roof. It was a story of which any showbusiness reporter in their prime would have been immensely proud.

Ray never had any doubts about what he wanted to do in life – write. He was sending scripts to Hollywood at the age of 16, but his father insisted that he first learn a trade and Ray became a hairdresser. Yet the urge to travel took over and he spent some years doing just that – in Canada as a barber on a native American reservation and later at sea with the United States Mercantile Marine.

Back home, in the Sixties, he set up a hairdressing salon, but the determination to get into journalism was still there.

One of his first cheques was from Tit Bits, the magazine where many of Fleet Street’s stars had their first break. Ray’s piece, loosely based on the confessions of a hairdresser, earned him 15 guineas. But it was a start.

In 1970 he met Don Arden, the promoter dubbed the ‘Al Capone of Rock and Roll’and Sharon Osbourne’s father. Their friendship lasted for life.

Ray had a gift to be able to make friends with most of the people he came across, and consequently had a wide circle of contacts. As a result, he joined the News of the World in 1981 and embarked on a long career of investigative journalism, exposing much of the seamier side of life.

One of his first front pages was an expose of a paedophile ring inside the Socialist Worker’s Party – a double victory.

But he never lost the urge to be a writer, and found time to publish two novels and a number of short stories, one of which appeared in a Christmas edition of the News of the World. When he picked up a novel by Jeffrey Archer he immediately spotted a host of errors and pointed them out to the author, who gracefully accepted the criticisms, and asked Ray to vet his next book.

In recent years he suffered a number of health problems, but was determined to continue making a contribution to the paper. His experience as an investigative reporter stood him in good stead and he offered his skills to all the paper’s journalists – and lawyers.

He leaves a wife, Judi, and from their marriage Anthony and Rachel.

His funeral, attended by many old friends, was at Hendon Cemetery on Tuesday, 8 January.

BY THE late 1990s Scotland Yard had made no progress in catching the men who butchered private detective Daniel Morgan in 1987.

Then in 1998 anti-corruption detectives — worried that bent policemen were selling sensitive information to the detective agency Southern Investigations  — installed a bug in the firm’s offices.

Southern’s owners — murder suspect Jonathan Rees and retired police sergeant Sid Fillery — had no idea they were under surveillance.

PRIVATE EYE Jonathan Rees (left) should have been a prime suspect in the murder of his partner Daniel Morgan in 1987 — the two men were love rivals and were arguing about a botched security operation arranged by Rees. Detectives listened as Rees hatched a conspiracy with serving Scotland Yard detectives to plant drugs on an innocent woman.

The plotters were caught red-handed and Rees was gaoled for 7 years.

But the bug picked up no clues about the murder.

Pressure from Daniel Morgan’s family finally forced the Met to open a new murder inquiry in 2002.

It started with a dramatic BBC Crimewatch reconstruction.

Instantly Rees — from prison — and Fillery started a campaign to subvert this new inquiry.

They targeted the family of the detective in charge — hacked his personal records and had him followed.

Scotland Yard hit back — they raided Southern Investigations and found extreme child pornography on Sid Fillery’s computer.

He was convicted and ordered to sign the Sex Offender’s Register.

With Rees in prison and Fillery disgraced, Southern Investigations finally came to an  end.

But the Morgan family’s battle to bring Daniel’s killers to justice ploughed on …

IN 1999 detectives listening to the bug planted in the offices of Southern Investigations began to hear a plot unfold. 

A London businessman, Simon Jones, came to see if the agency could help him win a custody battle with his wife.

James asked Jonathan Rees to see if there was any evidence that his wife was involved in drugs.

It would help him get sole custody of the couple’s little boy.

Rees could find no evidence that his wife Kim was dealing in drugs.

In a bugged conversation, he hinted that he might be able to do something:

Rees  “I just wondered…  We can do things.”

James  “I’m not being funny. I’d rather you talk to me straight.”

Rees  “I just wondered if it might be worthwhile, going in and planting some gear. Now, having said that it’s done, it’s available, but it costs.”

James  “I’m not averse to doing anything.”

Rees  “What we are doing is fraught … Me and you could end up doing porridge as well, if we get caught out.”

James  “Yeah, I mean, you’re professionals. That’s why I have come here…”

Rees  “All right, I’ll have a chat to our people today.”

Three days later, James returned to the office with £7,500– some of which was used to buy cocaine.

As the plot to frame the innocent woman got underway, anti-corruption officers were watching every move.

They were about to catch the plotters red-handed.

A man called Jimmy Cook, who worked for Southern Investigations, broke into Kim James’ car and planted bags of cocaine.

Undercover officers were waiting and, as soon as Cook was out of the way, removed the cocaine and replaced it with packets of harmless powder.

Another contact, a corrupt detective constable called Austin Warnes, tipped off the police that Kim James was dealing in drugs.

She was raided and a suspicious package found in her car.

She was arrested.

The police pounced on the conspirators.

They arrested Rees, Simon James and Austin Warnes.

Austin Warnes was gaoled for five years for his part in the plot.

Rees got seven years — as did the businessman Simon James.

One of those acquitted in the case was Jimmy Cook, the Southern Investigations employee who would later be charged with being the getaway driver in the Daniel Morgan murder.

IN 2002 detective chief superintendent Dave Cook of Scotland Yard’s murder squad was approached by anti-corruption detectives.

They wanted him to do them a favour.

They had decided to try and break the stalemate in the Daniel Morgan murder investigation.

They wanted the BBC Crimewatch programme to highlight the murder with the Metropolitan Police offering a £50,000 reward for information.

Their problem was that they didn’t want Rees and Fillery to know that it was the anti-corruption team who were in charge.

Would Cook appear on the programme to give the impression that he was heading up the inquiry?

Cook was an ideal candidate because his wife, policewoman Jacqui Hames, acted as a presenter on the porgramme.

Cook agreed.

On 26 June 2002 he appeared on the programme to appeal for witnesses to the murder.

The next day, Cook was told by anti-corruption officers that Sid Fillery had been in touch with reporter Alex Marunchak at the News of the World asking him to “sort out” the detective.

(At the time, Rees was still in prison for the Simon James conspiracy, although he was still in touch with both Fillery and Marunchak).

Shortly afterwards Cook spotted a white van outside his house.

The next day there were two.

When Cook took his young son to nursery, the vans followed.

Cook later arranged for police to stop one of the vans on the grounds that a rear light was defective.

The driver turned out to be a photojournalist working for the News of the World.

Both vans were leased by the newspaper.

Cook’s wife, Jacqui Hames, told witness protection officers that she had been photographed outside the couple’s home.

The couple were later told that the Met’s media boss Dick Fedorcio contacted the News of the World.

Fedorcio was told that the paper had been tipped off that Cook was having an affair with the Crimewatch presenter.

This was an incredible answer.

Cook and Hames were married, had two children and had been featured as a couple in Hello! magazine.

The surveillance ceased.

A few days later Cook was told by Surrey Police, where he worked from 1996 to 2001, that someone had rung asking for his address.

The caller said they were working for the Inland Revenue and wanted it to send Cook a tax refund.

Surrey Police refused to give it.

Later in 2002, anti-corruption officers raided the offices of Southern Investigations.

At this point, Jonathan Rees was still in prison.

On Sid Fillery’s computer officers found indecent images of young children.

In October 2003 Bow Street Magistrates gave him a three year community rehabilitation order.

District Judge Caroline Tibbs said she’d taken into account his guilty plea and what his defence claimed was his previous good behaviour.

The court was told nothing about his role in the Daniel Morgan murder case.

After the conviction, the detective agency collapsed.

Fillery went to live on the Norfolk Broads, running a pub called the Lion at Thurne.

It later became clear that Glen Mulcaire — the private eye gaoled in 2007 with News of the World royal correspondent Clive Goodman for hacking into royal mobiles — obtained Cook’s address, his internal Met payroll number and the amount he and his wife were paying on their mortgage.

Mulcaire also obtained the mobile number for Cook’s wife as well as the password she used.

Mulcaire was apparently acting on the instructions of Greg Miskiw, the News of the World assistant editor at the time.

On 9 January 2003 Rebekah Brooks was at Scotland Yard on a social visit when she was asked to have a word with Dave Cook “to clear the air”.

Present at the meeting was the Yard’s media boss Dick Fedorcio.

By that time, Cook was in charge of the latest Daniel Morgan murder investigation.

At first Brooks claimed to know nothing about the surveillance of Cook and his wife.

When Cook took her through the events, she insisted Marunchak was a fine reporter.

She promised to look into the matter.

We asked Dave Cook [in September 2011] to be interviewed for this article.

He declined.

The Met Commissioner at the time of Cook’s meeting with Brooks was Sir John Stevens.

He’s known to have dined regularly with Rebekah Brooks and Andy Coulson.

After he left the Met he was commissioned by Coulson to write a column for the News of the World — called “The Chief”.

EVER SINCE the phone hacking scandal destroyed the reputation of the News of the World, Alastair Morgan has been thinking about the surveillance operation the paper mounted against detective superintendent Dave Cook and his then wife in 2002.

He believes it was an attempt to intimidate the detective.

Morgan believes that a similar operation was mounted against him and his family in May 1998.

The family were campaigning for a public inquiry into the events surrounding Daniel’s death.

“I was living in Glasgow,” Alastair Morgan explains, “and one night I noticed two men standing openly on the corner of the street where my flat was located.”

“The next day they were there again. I was sure they were watching me — they made absolutely no attempt to conceal themselves.”

“I rang my mother Isobel who lives in Wales and told her.”

“She then told me that she’d also had a strange encounter — she was just going into her house when a woman photographer walked up behind her and took a couple of photographs.”

“She didn’t say anything — just got into a car which drove off.”

“And when I told my sister Jane, who lives in Germany, she said that she’d seen a white van parked outside her home in the countryside.”

“A man was lying in a ditch with a telephoto lens pointed at her home.”

“All of these incidents were reported to the police — in Scotland, Wales and Germany. We were all worried.”

Alastair Morgan told us:

“I have written to James Murdoch at News International to ask him to tell us if it was the News of the World who were watching us. And, if they were, what exactly was the justification for the intrusion.”

He had not received a reply by the time this article went to press.

We asked News International for a response but the press office told us:

“NI declines to comment”.

THE FINAL instalment of The No 1 Corrupt Detective Agency — Getting Away With Murder — will cover the events that followed Jonathan Rees’ release from prison in 2004.

His criminal record was no barrier to his continued working for the News of the World.

But police were closing in.

In 2008 he — and four others — were arrested and charged with involvement in the murder.

By 2011 the prosecution decided to offer no evidence.

The evidence of three supergrasses — “assisting offenders” is the official term — was discredited.

And police failed to disclose some of the 750,ooo pages of documents to the defence.

But the judge, David Maddison, made it clear police “had ample grounds to justify the arrest and prosecution of the defendants.”

That has not stopped four of them bringing a civil action for malicious prosecution and malfeasance in public office.

This is on-going.

At the same time a review of the scandal headed by Baroness Nuala O’Loan is preparing its report.

Set up in 2013 by then Home Secretary Theresa May, its hearings were held in secret.

Daniel Morgan Suspects LOSE Case

As Zelo Street regulars will know, three men suspected of the murder in a South London pub car park almost 30 years ago of private detective Daniel Morgan had chosen to draw attention to themselves recently by taking action against the Metropolitan Police, alleging that officers had been so determined to get them that this pursuit was malicious. The downside of their action was that they were named in court.

So anyone who wanted to know – which, by definition, means most of the press took no notice – found that the Police case was that Jonathan Rees, Morgan’s business partner at the time, paid for the hit, and that his brother-in-law Glenn Vian wielded the axe, the head of which was discovered still embedded in Morgan’s head. The killing became known as the “HP murder” – some money paid upfront, with the rest after the hit, in instalments.

As the Guardian has reported – almost alone among the press pack – “On Friday at the high court in central London, Mr Justice Mitting ruled against Rees and his brothers-in-law, Gary Vian and Glenn Vian … Morgan was killed outside the Golden Lion pub in Sydenham, south London, on 10 March 1987, aged 37. He was found with an axe embedded in his head … Rees and the Vians were tried for murder but the case collapsed in 2011”. And then comes the reason the rest of the press is keeping schtum.
The News of the World and other media used Southern Investigations, and police suspected it was involved with corrupt officers selling information”. The now-defunct Screws had interfered in one of the investigations into the Morgan killing, while the paper was edited by the twinkle-toed yet domestically combative Rebekah Brooks. There was also significant involvement from “Fake Sheikh” Mazher Mahmood.

And that is only the beginning: Police officers investigating the murder were targeted by Southern Investigations and the Screws. Phones were hacked, personal details blagged and/or improperly obtained, surveillance was mounted. Those hacking were also involved in the industrial scale hacking of leading politicians, sports stars, lawyers, TV personalities, and other celebrities. That’s what connects the Morgan case to the hacking scandal.

The use of the Dark Arts spilled over into other newspapers, most notably the Mirror titles, although the likes of Piers Morgan, who edited the Daily Mirror at the time, protested and continue to protest their innocence. But one Mirror journalist, now better-known at another paper, ordered at least one (illegal) search of the Police National Computer.
With all the information out there as a result of Rees and the Vians drawing attention to themselves, the background material available to my good friend Peter Jukes, who with Daniel Morgan’s brother Alastair, has been writing a book on the Morgan murder and the subsequent investigations, has been most useful. The book, which develops the material in the top-rated Untold Murder series of podcasts, will be published later this year.
And that will be coming out, no matter what efforts those who may or may not have something to do with the Murdoch empire put into preventing publication, commissioning the darker kind of propaganda, getting Sun hacks to aim abuse at the participants, or any other kind of organised or ad hoc harassment.
Has any of that already happened? You may wish to ask that. I couldn’t possibly comment.

The mogul scuttled an earlier attempt in 2012 because of the public outcry over the phone hacking scandal. The battle for Sky will be a key battleground in 21st century British media because of the decline in newspapers. If Murdoch gets Sky, he will move to smash the powerful broadcasting watchdog, Ofcom, and convert Sky News into a British version of his US Fox News. This is part of a plan to replace the fading populist power of the Sun with a new right-wing  TV version. All the signs are Theresa May’s government will give Rupert Murdoch what he wants. But all is not lost — the Murdochs are vulnerable to a charge that, despite claims to have cleaned up their criminal stable since the closure of the News of the World in 2012, some areas of their empire remain as corrupt as ever …

What Has The Sun Got On Keith Vaz?

The art of tabloid news, as Zelo Street regulars will know by now, consists not only of getting some stories out there, but preventing others from doing the same. Hence anything that assists the attacks on politicians of inconvenient view, judges making decisions that their proprietors don’t like, and Slebs who exercise their right to speak freely gets out there, while anything on the likes of John Whittingdale most certainly does not.

So it was that the Tabs knew all about Whitto and his relationships with a number of known sex workers, but published nothing – not until Byline Media, with Zelo Street in the vanguard, had put the story out there. So it also seems to be with Labour MP Keith Vaz, about whom sources independent of one another have recently voiced concern, but who is still in post as MP for Leicester East, and still chairing a Commons committee.

This state of affairs has not pleased Natalie Rowe, former purveyor of strict disciplinary measures to the Rt Hon Gideon George Oliver Osborne, heir to the Seventeenth Baronet. After the Mirror stung Vaz in true red-top fashion paying rent boys for sex, she hinted very firmly that the MP could look forward to rather more dirt being dished in the very near future. But thus far there has been much indignation, and little revelation.

After Vaz got himself onto that Commons committee, Ms Rowe voiced her concern on Twitter – in Tweets which are still live. “So when #Vaz intervened when Leicester City Council tried to evict a tenant suspected of running a male brothel, things become clearer” she began last November, adding soon afterwards “I personally have seen #Vaz come out of a known brothel”. And there was more.

Only two weeks ago she asserted “So EVERYONE is aware, I gave ALL details that I knew via a source regarding #KeithVaz, that he was a Landlord of a brothel in Earls Court … @TheSun had Vaz Male – Escorts Years before ON Video, I Asked why they didn’t run: Said there wasn’t enough evidence … The Sun was more pissed off that their golden boy Vaz had been exposed & that Mirror had the SCOOP of the YEAR”.
There are two significant claims there: that Vaz is alleged to have been the landlord of a brothel in Earl’s Court, and that the Sun has significant dirt on the MP that it has declined thus far to publish. So far, so interesting, but the accusations of improper behaviour are also coming from the perpetually thirsty Paul Staines and his rabble at the Guido Fawkes blog. Staines is often wayward on facts, but his claims are still live as I type.
This was the Fawkes take: “Keith Vaz was under police investigation over year ago on suspicion of financial corruption and historic allegations of under-age sex. Speaker Bercow was informed of this and fellow MPs demanded – Andrew Bridgen in writing – that he step down from his position on the Home Affair Select Committee”. Vaz has since threatened legal action against Bridgen. And then comes the really damning claim.
It is widely known around Westminster that Vaz – who owes his career to Greville Janner – was the unidentified MP in this Sun front page from last year … Vaz offering to buy cocaine for rent boys is at the mild end of Vaz’s sleazy life and times”. The Sunday Sun front page simply saidCOPS TOLD: TOP LABOUR MP IS PAEDO”. The story is still live.
These are two sources who are independent of one another. Both are effectively saying the same thing: there is a lot yet to be revealed about Keith Vaz, and if and when it comes out, it will be of a career-terminating nature.
The Fawkes folks have not added to their claims for a while: the thought enters that The Great Guido, being an establishment sell-out, has been advised to keep the MP on the back burner. Ms Rowe suffers from no such restriction.
In the days when the deeply unsavoury Kelvin McFilth was editing the paper, the standing joke was that he had a large safe full of dirt on the good and the great which could be used to keep them in line. Now the name of Keith Vaz has been pitched – and by two very different sources – as someone on whom the Murdoch mafiosi have dirt.
So the question has to be put: what dirt has the Sun got on Keith Vaz, and, more importantly, what’s preventing them from dishing it? We’re waiting.
Kelvin Mackenzie, editor of the Sun at the time, categorically denies that the paper backed down from exposing Jimmy Savile as a sex predator and child abuser for fear he would pull the plug on his support for Stoke Mandeville. Admitting that the truth about Jimmy Savile had been ‘a massive shock’, even for someone who had edited the Sun for 13 years,  ‘He was a seriously devious bloke, that much is clear,’ he said.
His stock was similarly high with the Catholic Church; in December, Cardinal Basil Hume, Roman Catholic Archbishop of Westminster, proposed Jimmy Savile for membership at the prestigious Athenaeum Club.
At lunchtime, its dining room resembles a Who’s Who of the British establishment, with former prime ministers rubbing shoulders with bishops, artists and professors. A spokesman for Cardinal Hume said, ‘He is a great admirer of what Jimmy has done for young people and Stoke Mandeville and is delighted to help in this matter.’  For the second year in a row, Margaret Thatcher invited Savile to Chequers for New Year’s Day drinks and lunch.

It was the journalistic coup of the moment, the first British newspaper interview with Donald Trump since his victory. But there was one thing The Times did not reveal: that its proprietor Rupert Murdoch was sitting in on the conversation.

The chairman of News Corp did not feature in photographs of the encounter last month at the top of Trump Tower in Manhattan but two people have confirmed he was in the room. The interview was conducted by Michael Gove, a former British cabinet minister and proponent of the UK’s exit from the EU.

Mr Murdoch’s presence is a sign of the mogul’s interest in Mr Trump and his close relationship with the new president and his family.

The Financial Times revealed this week that the president’s eldest daughter, Ivanka Trump, was until recently a trustee for shares belonging to Grace and Chloe, Mr Murdoch’s two young daughters by his ex-wife Wendi Deng.

Ms Trump represented the girls’ interests in 21st Century Fox and News Corp, the two companies that are controlled by the Murdoch family. Ms Trump is married to Jared Kushner, a key White House adviser — and a confidant of Mr Murdoch. A spokesperson told the FT that Ms Trump stepped down from the trustee board on December 28 last year.

Mr Trump and Mr Murdoch are in regular contact while Mr Murdoch, who has been running Fox News Channel since Roger Ailes was pushed out last summer, has positioned the network squarely behind the new president. When Megyn Kelly, a star Fox News presenter, left the network for NBC last month, Mr Murdoch personally selected her replacement, the Trump-supporting presenter Tucker Carlson.

Mr Carlson’s appointment means that the three key prime hours on Fox News are hosted by pro-Trump commentators.

In the interview Mr Trump riled America’s European allies by describing Nato as “obsolete” and the EU as a “vehicle for Germany”. It was unclear whether Mr Murdoch played a role in securing the interview.

Mr Gove announced in February 2016 that he would campaign for the Leave side in Britain’s EU referendum, infuriating many of his pro-EU cabinet friends including David Cameron, the then prime minister. But Mr Murdoch praised Mr Gove at the time on Twitter, saying: “Congratulations Michael Gove. Friends always knew his principles would overcome his personal friendships.”

After Mr Cameron’s resignation Mr Gove helped run Boris Johnson’s leadership campaign. But at the last minute Mr Gove announced that he, too, was standing — prompting accusations of treachery.

Just days earlier, Mr Murdoch had said he would be “happy for Michael Gove to get it”, describing him as the most principled and most able candidate. “He could run a fine government,” he said.

According to Tim Shipman’s book about the Brexit campaign, All Out War, Mr Gove put himself forward after taking a phone call from an influential “media power broker”.

Ultimately, however, his leadership bid went down in flames and he is now on the backbenches.

Mr Gove is currently paid £150,000 a year to write for The Times, which is owned by News Corp, on top of his salary as an MP. He did not respond to requests to comment.

He conducted the interview with Kai Diekmann, a journalist with Bild, the German newspaper.

In the interview published by The Times Mr Trump extolled Brexit and said British people were fed up with taking in refugees. “People, countries, want their own identity and the UK wanted its own identity. But, I do believe this, if they hadn’t been forced to take in all of the refugees, so many, with all the problems that it . . . entails, I think that you wouldn’t have a Brexit.”

Mr Trump also laid into Angela Merkel, the German chancellor, saying: “I think she made one very catastrophic mistake and that was taking all of these illegals.”
At the end of the interview Mr Trump posed for a grinning, thumbs-up photograph with Mr Gove, who also grinned and stuck his thumb up. Mr Diekmann also posed for a picture with Mr Trump but there was no photograph with the new president and Mr Murdoch.

Mr Gove was a former leader writer at The Times before he became an MP. Appearing at the Leveson Inquiry into press standards, he described the Australian media tycoon as “one of the most impressive and significant figures of the last 50 years”.

Gove’s flow of answers only dried up when he was asked about reports that Murdoch was present when he interviewed Trump for the Times, although Gove did indicate it could have been the case.
The best thing to say I think, in fairness is, um, in securing the interview, I think the fact that it was the Times newspaper and the fact that we had the – what’s the word … I think it’s probably better for me not to go into how the interview arose or how it came about but I think it’s entirely fair for people to make a set of conclusions or assumptions about that,” he said, somewhat cryptically.

A Cross-Party alliance has written to the broadcasting watchdog demanding an urgent inquiry into Rupert Murdoch’ s bid for full control of BSkyB .

The prominent politicians, who include Ed Miliband and Vince Cable, call on Ofcom to rule if the tycoon is a “fit and proper” person to run the broadcaster.

It comes as the Financial Times reported that Mr Murdoch, the owner of the Times newspaper, sat in on Michael Gove’s interview of Donald Trump for the Times.

Mr Murdoch’s 21st Century Fox has made a £11.2billion for the 61% of the satellite broadcaster he does not already own.

A previous attempt to buy Sky six years’ ago was abandoned following the phone hacking scandal at Murdoch’s News of the World.

The letter to Sharon White, the chief executive of Ofcom, the politicians say there is an “unanswerable case” for a inquiry into the bid.

They say: “In the light of the real prospect of full ownership of BSkyB by the Murdochs, there is also an urgency about these inquiries beginning straight away.

“Clearly the bid would not be allowed to proceed by the shareholders if you were to rule that 100% ownership by the Murdochs would make BSkyB unfit and improper to hold a licence.

“It is therefore imperative that your inquiries are completed in time to inform any conclusions reached by Government, in relation to other public concerns.”

The letter is signed by former Labour leader Ed Miliband, former Tory chairman Baroness Warsi and Lib Dem Sir Vince Cable, crossbencher Baroness O’Neill and former Labour cabinet minsiter Lord Falconer.

Petitions, Pinheads, Police and Vaz

On the excellent Aangirfan site, on an unrelated post, I came across this anonymous comment from November 2016 [1a]

It was about a petition to Keith Vaz’s Labour East constituency calling them to investigate the serious allegations against Keith Vaz.

Regular readers of this site will know that allegations that the Sun [2] printed were of child sexual abuse with boys.

  • had  lads “delivered” to his room at a hotel near a police station
  • abused boys at a hospital’s mental health unit
  • left one so terrified he fears for his life if he ever speaks out
  • showed an “unhealthy” interest in the two young sons of a local councillor
  • displayed a liking for “young ragamuffins”,
  • was seen as untouchable by police because of his revered
    position.

Why does Keith Vaz, often keen to “get the party started” not seem so keen to start the legal party against Guido Fawkes or the Sun on Sunday team?

The parliamentary commissioner is still conducting an investigation into whether Vaz has broken Section 10 of the Code of Conduct for MPs.

It is not known whether the conflict of interest being investigated by the parliamentary commissioner is the possible breaking of the Code of Conduct of MPs

  • with sex, drugs and washing machine allegations
  • the conflict of a police investigation into child sexual abuse allegations and his role on committees [5]

It is not known whether all police investigations into Keith Vaz have finished, but the sex, drugs and washing machine ones have finished, with no action taken.

However, the point of this post is that the petition has disappeared. From the comment, the petition text appeared to be –

“The Leicester East Constituency Labour Party must make enquiries into the serious allegations by the MP for Leicester East, Keith Vaz. Your enquiries should principally involve talking to the Sun on Sunday Journalists David Wooding and Michael Hamilton and Sun on Sunday Columnist Paul Staines to find out what their evidence is.”

It is not known whether this was the full text of the petition.

If you click the link [4] It says “This petition isn’t available. Either the URL is incorrect, it violated our Community Guidelines, or the starter removed it.”

Yet it seems such a reasonable, innocuous petition so why would it violate any guidelines or why would the originator take it down?

Does anyone know –

  • What was the full text of the petition?
  • What happened to it?
  • Who started it?
  • Why it was taken down?
  • When it was taken down?
  • Who took it down?
  • Have Leicester East Labour Party investigated the serious allegations?

One thing is for sure the people of Leicestershire and Labour in Leicestershire, who also had Janner, child sexual abuser as an MP must be getting fed up of this bad publicity.

Hopefully they are doing something about it and start asking Vaz a few questions.

Meanwhile, since this article was under construction, Vaz has set the record straight through his solicitors about some of his time selling washing machines.

In the last 24 hours,the Order Order website has published an article about Carter Ruck, expensive solicitors, who say their client, Keith Vaz

  • has never paid “rent boys for sex”
  • never had “sex” with “rent boys”.
  • there was never a police investigation in relation to this

One has to wonder if their client is the same Keith Vaz??

Carter Ruck are of course paid handsomely for dancing on pinheads.

..and Tesco must be wondering why Keith Vaz had to pose for a picture near their store or have they started a line in industrial washing machines?

  • I wonder what Vaz’s defence actually is?
  • I wonder how Carter Ruck know for sure that their client has never paid “rent boys for sex” or “sex” with “rent boys”? (It conjures up the mental image of one of Carter Rucks flunkies accompanying Vaz/Jim on his nocturnal visits and checking whether the people concerned can be excluded from the definition of  “rent boy”. ID card please! )
  • I wonder if the fact that Carter Ruck say he has not paid for or had sex with rent boys is enough plausible deniability and bluster to appear to be a denial from Vaz whilst actually being from a third party. This would scare a few people off commenting, and maybe enough enough to come to a quid pro quo with the Mail, which has the appearance of a denial. When solicitors make these threats, it is very rare for one to actually sign the letter and be responsible for that threat.

The last paragraph however mentioned Vaz.

This however appears to be unrelated to the Carter Ruck threat, as the only sentence that has changed on this paragraph from a print edition copy, is the removal of “The charity gave £2,500 to Bercow’s Speaker’s election campaign in 2010” with reference to the Silver Star diabetes charity.

Police are investigating 58 allegations of abuse against a late doctor at a former mental hospital where child patients were drugged and thrown into padded cells.

A string of allegations have been made against Dr Kenneth Milner, who died 41 years ago, about his conduct at Aston Hall Children’s Hospital near Derby, of which he was in charge.

The psychiatrist and hospital chief superintendent is alleged to have injected children with the truth serum sodium amytal before sexually abusing them.

Dozens have said Milner, who had previously worked at Broadmoor and Rampton hospitals was trying to ‘normalise’ naughty children.

He died in 1976 just one year after he left the institution, having worked there between 1947 and 1975.

Police launched Operation Hydrant with health and social workers to investigate the abuse claims.

Yesterday officers confirmed they were investing 58 allegations of abuse against Milner with more potential victims coming forward.

Writing a letter to the alleged victims, Derbyshire Police said they have recorded ’58 crimes regarding various offences involving the actions of Dr Milner and treatment at Aston Hall’.

It reads: ‘I am satisfied that all former residents who have indicated they wish to be contacted by the police have been identified and approached, in addition to this we are continuing to see further individuals coming forward.

David Martin,  alleges Dr Milner ‘injected him with something’ and then gave him ether to ‘make him go to sleep’, leaving him unable to remember what happened to him

‘This is currently being reviewed I will then make a decision as to which staff members will be approached by the investigations team.

‘We are now in possession of a report regarding the practices at Aston Hall. Based on this, we are currently in the process of recording various crime types in relation to accounts given by former residents.

‘Once we are satisfied all accounts have been obtained, we will prepare a report for consideration of the Crown Prosecution Service.

‘I would like to take this opportunity to re-emphasise that, although this work is extremely time consuming, the investigation team remain focused and committed to establishing the facts as to what took place.’

David Martin, 55, claims he was abused twice by Dr Milner at Aston Hall while aged 12 and 13, including on his first day at the hospital.

The father-of-five said: ‘I was kicking and screaming on my way to Aston Hall. I remember being with some people from social services.

‘When I was there, I was grabbed and put in a cell. That night Dr Milner and two nurses came into the cell.

‘He gave me an injection and put a mask on me when I was tied down. He then gave me ether. But after that I don’t remember what happened. It made me go to sleep.

‘I was experimented on while I was asleep. It happened to me twice and it was wrong.

‘Once you’re in a place like that and things happen, it’s sick. It stays on your mind and people have wrongly labelled me in life because I stayed there.’

He claimed the abuse has caused him to ‘struggle with relationships and trusting people’.

He added: ‘They made me feel mentally ill by being there but there was nothing wrong with me.

‘I was never perfect and I did get in trouble. But there was nothing wrong with me.’

Mr Martin said he was relieved the police were investigating Mr Milner over the allegations.

He said: ‘It’s a very good feeling because finally someone has listened to what we said.

‘Finally, we can say for certain that what happened to us was wrong.

‘It should never have happened. What we went through was terrible. I’m very pleased with the police investigation.

‘They have been thorough and expert. It’s been complex for them and us.

‘Now I know many victims want to continue to push and get a conclusion to this.’

Another alleged victim, Trevor Bell, 62, claims he was forced to take drugs when he was 13 after Milner labelled him an ‘uncontrollable child’.

Mr Bell, who now lives in Sydney, had been in and out of care homes since the age of two.

He said: ‘When I first went in I thought it was going to be just another home but it wasn’t.

‘I couldn’t run away from this one. I met Dr Milner on my second day and he explained about my treatment.

‘He called it narco analysis but it was sodium amytal. They stripped me, put me in a padded room, everything was white.

‘They gave me an injection, then put a pad over my face, covering everything except my nose. And then he poured ether on my face.

‘They said they wanted to find out where things had gone wrong when I was a kid, why I was misbehaving. I was 13 years old. I didn’t understand a thing.’

Mr Bell is now working with a lawyer to get his medical records.

Sodium amytal is a strong barbiturate described as a ‘truth serum’ because it makes the recipient lose all inhibitions.

Mr Bell added: ‘According to Dr Milner we were out of control kids. We were an experiment.

‘We had no rights, no love, nothing. Just a piece of meat for someone to play with.’

Amanda Solloway, MP for Derby North, who raised the issue in Parliament, said: ‘I think it’s very important that this has come in the public domain and the update from the police shows that anybody who was ever abused at any point in their life should feel confident to come forward because it will be taken seriously.

‘Crimes have been identified and that is positive. I want to thank the police as well. This is an ongoing investigation that has been detailed and shows they are taking this seriously.’

Teresa Cooper, abused at Kendall House in Gravesend, lodges complaint against Kent police

n 2009 Kent Police carried out an investigation into the way it had handled allegations of abuse at the home, but found insufficient evidence to pursue charges against those responsible.

After the full extent of the abuse at the Pelham Road home was finally revealed by an independent review last year, the force received a Freedom of Information request for the disclosure of their 2009 report.

Ms Cooper claims the police report clearly identifies her and has begun the process of complaining to the Independent Police Complaints Commission (IPCC) for what she views as a breach of data protection.

She said: “I do not think it is appropriate for police to send out confidential information that survivors of abuse have given to them in confidence, even if they have put their life in the public domain.

“There’s a lot of information that I never put in the public domain that was in that report.

“The police had no right to send out that kind of information, whether it’s me or anyone else.”

A police spokesman confirmed the force had received a complaint regarding the disclosure of the 2009 review, but said it would not be recorded.

They said: “The review had been redacted to remove any personal or identifying features.

“The elements of the complaint were considered but it was decided the complaint should not be recorded as such.

“The complainant was provided with details of how to appeal to the Independent Police Complaints Commission should they not agree with the decision.”

Kent Police was criticised in last year’s independent review, which was commissioned by the Bishop of Rochester, the Rt Rev James Langstaff, in January 2015, after years of campaigning by Ms Cooper.

Meanwhile, Ms Cooper has stopped pursuing legal action against the church over birth defects suffered by the children and grandchildren of former residents due to costs.

Liverpool woman Barbara O’Hare has written a book about how she survived secret medical experiments

“I didn’t understand what sexual abuse was because I was a 12-year-old kid – a very naive 12-year-old kid. And I was in a hospital where I thought I would be safe.”

Barbara O’Hare, now 58, is sitting in her Liverpool home and painfully reliving the trauma of her childhood.

She has lived here since escaping the hell she documents in shocking detail in her book The Hospital: How I Survived The Secret Child Experiments At Aston Hall (to be published on February 9 by Blink, £7.99).

More than 50 alleged victims have claimed Dr Milner tied them down, injected them and pumped them with high-dose drugs before questioning them about their experiences as a child. Others claim they were sexually abused by Dr Milner, who died in 1976.

The former Aston Hall Hospital was in Derbyshire and the activities of the late Dr Kenneth Milner, who was Aston Hall’s head physician from 1947 to 1975 and died in 1976, are currently the subject of a major police and NHS investigation.

Barbara says: “Milner left me confused, traumatised and very, very frightened – and he destroyed my mind, body and soul.”

Brought up in the Midlands, Barbara had an extremely unstable and fragmented childhood – spending much of it with foster parents and in children’s homes. She did know her dad, but for many years didn’t know if her mum was alive or dead, saying: “I don’t know if dad was trying to protect me or spite her.”

Eventually she ended up at Aston Hall Hospital which, before 1948, was known as the Nottingham Corporation Home for Mental Deficients.

Barbara explains: “I was apparently sent there because I had behavioural problems, but I wasn’t the problem – the adults were always the problem.”

Of her nightmare time at Aston Hall, Barbara says sodium amytal, a barbiturate derivative with sedative-hypnotic properties, was used by Milner, supposedly aimed at correcting bad behaviour.

She says: “I would be tied up and injected by a nurse as I lay on a mattress in a padded room and left feeling like a piece of stone, with every muscle frozen.

“Then Milner came in and put three cushions next to the mattress and lay down on them. I never saw the mask he put on my face coming, but I remember it hurt my skin – and ether was then dripped on it which made me go unconscious.

“Along with many others, I was sexually abused and experimented on. But I actually think the worst thing he did was label us. He was happy to label us ‘mental defectives’ in a bid to justify his sick experiments.

“It is my feeling he was knocking us out on order for paedophiles. I have no photographs of myself as a child and it kills me to say this and makes me feel sick to the stomach, but in my heart I believe the only pictures of me that will exist could be in the possession of paedophiles – I am sure pictures were taken as I was lying in that room.”

“Milner was at the hospital from 1947 until 1975 – who knows how many more people like me there could be? My Facebook group (Survivors of Aston Hall) currently has between 30 and 45 active members, depending on how they are coping at any given time, but I think my book will open the floodgates.”

Since leaving the hospital, Barbara’s life has often been troubled and traumatic – it has included spells of being homeless and living on the streets of London, while she spent years hitting brick walls and being wrapped up in red tape as she tried to make sense of what happened to her as a vulnerable 12- -year-old and get hold of her medical files.

She was also diagnosed with cervical cancer and credits Liverpool Women’s Hospital and Clatterbridge Hospital with saving her life.

And today she says: “I want closure. I want to know the full truth of what happened. I can’t see there ever being a conviction. Milner is the person who should have been convicted but that can’t happen. I would have liked to have seen him treated like we were – locked in a dark room and feeling terrified.

“I want an apology but I don’t think the powers-that-be know how to say sorry. It would be a fake apology if it comes.”

A spokesman for Derbyshire Police confirmed investigations were ongoing.

And a spokesman for Derbyshire Healthcare NHS Foundation Trust said: “The allegations of historical abuse in the 1960s and 1970s at… Aston Hall Hospital are very serious. These allegations are being investigated by a partnership of agencies, including health and the police through the Derbyshire safeguarding children board.

“It would be inappropriate to comment further while these investigations are underway.”

Stephen Edwards, a solicitor from Liverpool-based Armstrongs Solicitors, is representing Barbara and other alleged victims of Dr Milner, and has previously said: “We represent a number of individuals in respect of civil claims for damages arising out of the subject matter. Our aim as solicitors is to support our clients during this difficult and upsetting process, but further to ensure that they are compensated for the atrocities in which they have sadly been involved.

“We would prefer not to comment further as to any specifics of the cases, save to say that we are satisfied that our clients have strong cases.”

Girls in local authority care may have faced experimental drug treatment after being channelled via a remand home.

Breadsall Remand Home in Derby took girls from the Midlands and Yorkshire and sent many to Aston Hall Hospital.

The hospital has been accused of using a discredited “truth serum” therapy on patients as young as 11.

An ex-patient said the revelation made her “disgusted to the pit of my stomach”.

Aston Hall in Derbyshire was opened in the 1920s for those deemed to have mental health problems. It could cater for about 100 children of both sexes, but took adults as well.

It closed in the 1990s but comments on a website about derelict buildings brought its grim history to light.

Former patients began to swap experiences, describing Aston Hall as “pure hell” and “a horrendous place”.

This put the focus on Dr Kenneth Milner, who took over the centre in 1947.

A treatment run by Dr Milner saw patients, including a number of children, being isolated, stripped and drugged, according to claims.

Records show he was using sodium amytal and may have been employing “narcoanalysis” – a military method for treating servicemen with repressed traumatic experiences, which was largely abandoned after World War Two.

This evidence, combined with a lack of published research and few medical records, have led to Dr Milner’s methods being called into question.

Many former patients have spoken of the trauma of the process, with some claiming to have had false memories of abuse suggested to them and even been sexually abused by Dr Milner.

But new research has shown there was a system for bringing children, particularly girls, to Aston Hall.

The National Archives show a single remand home may have made hundreds of girls available to Dr Milner, despite the doubts of regulators.

These documents show Dr Milner was available to provide psychiatric reports for those admitted to the Breadsall Remand Home for Girls as far back as 1964.

The home, which held about 20 children at any one time, mostly served the Derby and Nottingham areas, but took girls from at least 11 other local authorities, including Sheffield, Leicester, Coventry and Stoke.

The same year, the home’s committee asked the regional board to consider the appointment of a children’s psychiatrist, rather than Dr Milner and Aston Hall, as “more appropriate” to its work.

But a 1966 report shows Dr Milner was still examining girls at the home, and a year later councils were recorded as using it “as a means of bringing very disturbed girls to the attention of Dr Milner”.

An inspection in February 1971 said “Dr Milner continues to be associated with this remand home through… the superintendent. He sees cases at her discretion.”

The superintendent, recorded as Miss IP Brookes, is believed by police to have died. Dr Milner retired in 1975 and died shortly after.

Barbara O’Hare was 12 when sent from Coventry to Breadsall, where she said she was visited by Dr Milner.

“He came in and said ‘poor girl’ and stroked my hand.

“He said: ‘Would you like to come to hospital?’ and I thought it would be an escape. I was expecting grapes and comics.”

Ms O’Hare, who had always been confused by how she came to be in Derby, has waived her right to anonymity to publicise what happened at Breadsall and Aston.

At the hospital she said she was taken to a bare room, given sodium amytal and subjected to “terrifying” questioning.

She said about the latest revelations: “I am disgusted to the pit of my stomach and I am shocked. Everything has gone together like a jigsaw.

“Everything that I’ve been trying to prove and say for years is there now. This proves a lot of people stories.”

Ms O’Hare is among 30 former patients who have submitted a claim for compensation to the Department for Health through a solicitor. Other claims are also believed to have been submitted.

A spokesman for the department said the matter was under investigation.

Derbyshire Safeguarding Children Board, a multi-agency body including police, health and social services, says it is working to ensure the allegations are thoroughly investigated and the appropriate support is in place for people who need it.

Det Insp Gemma Booth from Derbyshire Police said: “The scale and nature of this inquiry naturally means that this is protracted and complex.

“The investigation team have focused on meeting former residents of Aston Hall Hospital as well as identifying and tracing other witnesses who can offer their recollections, including previous staff members.

“A large part of the inquiry involves reviewing records and the investigation team is working closely with archivists in both social care and the NHS to trace, locate and review these.”

Derbyshire County Council, which was ultimately responsible for the Breadsall home, said it could not comment while investigations were under way.

Kendall House: Church faces massive payout to abuse victims

Former residents of Kendall House in Pelham Road, Gravesend have been seeking out solicitors since the results of an independent investigation into its “harrowing” regime were published in a review last summer.

The results of a further review were released just before Christmas and “gratitude” payouts of £1,000 have already been made to the more than 20 women who gave evidence, but many of them are still suing the church for what happened to them.

Samantha Robson, of Robsonshaw Solicitors, has been bringing claims against the church over Kendall House since 2011, with six more victims coming forward since the review was published.

“Closure is very important to these women who finally want recognition for their mistreatment when they were vulnerable children,” she said.

“Some of these victims have suffered significant health issues as a consequence of their treatment at Kendall House. Often claimants will need to be examined by a specialist psychiatrist to provide evidence on mental health issues.

“In other instances, claimants have suffered conditions such as fibromyalgia (a long-term condition causing pain all over the body), which may have been affected by the drugs administered at the children’s home.”

The church is insured for such cases and has already settled a number of them, with Mrs Robson securing a five-figure award of compensation for a woman who lived at Kendall House in the 1980s.

Mrs Robson, who has been specialising in sexual abuse claims for 16 years, said the church was taking a “positive” approach to the cases and did not want to prolong the victims’ suffering.

She added that the church would likely end up paying out hundreds of thousands of pounds in damages and legal fees.

Campaigner Teresa Cooper, who last month described the £1,000 gratitude payments as “an insult”, is one of those pursuing action over birth defects suffered by the children and grandchildren of former Kendall House residents.

Ms Cooper’s daughter Sarah was born with a cleft palate and her two sons and grandchild also have serious health issues, which Ms Cooper believes are as a result of the drugs she was given at the Gravesend home.

Her solicitor, Madeline Seibert, of Attwaters Jameson Hill, said last year: “The women residents of Kendall House need closure and justice in relation to these tragic events.”

Back in 2010, the church agreed an out-of-court settlement with Ms Cooper to the tune of £50,000 but did not accept liability for the abuse until the review was published last summer.

She contributed to the second review and the panel, chaired by Dr Sue Proctor, who led the investigation into disgraced DJ Jimmy Savile, thanked her for her efforts.

She said she had been left suicidal and unemployable, and lives in constant pain.

What can I say? The report  begins well and gives due credit to Teresa Cooper for the 30 years of her tireless struggle to achieve recognition for the maltreatment meted out to her and other residents.

And there it ends. One might ask, given the unprecedented access that Dr Sue Proctor had to Kendall House and Church of England records, why there is no reference to any official documents that might corroborate the testimony of the former residents that participated. One might further ask why the only reference to any official documentation in this report is to note its absence when particularly damning allegations are made by former residents – including the legally sensitive (for the Church of England) subject of organised drug experimentation on children at Kendall House.

Doesn’t that seem odd to you? No documented corroboration of witness testimony – but the noting of the absence of corroborative documentation when it suits?

If I were a conspiracy theorist I’d have a field day with this report – as I’m not, I’ll just say that this report falls far below what I’d expect from an independent report undertaken by professionals.

Kendall House: More harrowing accounts of historic abuse at Church of England children’s home in Gravesend

Harrowing accounts of historical child abuse have been revealed by a further review into a Church of England home for young girls.

More than three decades of cruelty at Kendall House in Gravesend was first exposed by the findings of an expert panel in June, with residents found to have been drugged, sexually assaulted, locked in an isolation room and kept in straitjackets.

The 137-page report, compiled by Dr Sue Proctor, part-time judge Samantha Cohen and former police detective superintendent Ray Galloway, described Kendall House as “a frightening, violent and unpredictable place to live”.

Dr Proctor, who chaired the investigation into disgraced DJ Jimmy Savile, said the abuse at Kendall House was the most troubling thing she had worked on.

So many other former residents came forward after its publication that the Rt Rev James Langstaff, Bishop of Rochester, agreed to an extended review, which has resulted in testimonies from one woman who was just nine when she was sent to Kendall House.

She had never been in a children’s home previously and it remains unclear why she was sent there, with other girls sent there by the Dioceses of Rochester and Canterbury ranging from 11 to 16-years-old.

She arrived in the mid-1970s and was quickly introduced to the superintendent Doris Law, who oversaw what went on at the home.

Another of the girls interviewed for the extension was 15 when she arrived at Kendall House in the early 1970s and recalls barred windows on the outside.

She was also introduced to Miss Law soon after her arrival, who is said to have pulled her by the hair and handed her over to two other women.

First impressions of the building in Pelham Road, which opened in 1947, were said to demonstrate a “nasty, horrible atmosphere”, with new arrivals left scared and confused by what was happening to them.

One woman recalled: “An injection would happen if you’d had an argument with somebody, if they felt you were being rude or disrespectful. Anything you stepped out of line for, in their eyes, then you got sedated, basically.

“This injection would literally just knock you out completely, out cold, and I would just remember the next day, the next morning. I’d be in bed and I’d be like I can’t remember how I got there.”

Girls were also administered tablets, which staff told them were simply vitamins and would sometimes hand them out at meal time. If they refused to take them, staff would threaten them.

Psychiatrist Dr Marenthiran Perinpanayagam would oversee much of the drugging and a failure to properly hold him to account was identified as one of the Dioceses’ major failings in the original report.

Staff were also said to take blood and urine samples from those they drugged, and Miss Law and other senior diocesan officers were said to downplay such practices in meetings with social services.

Girls staying at Kendall House were regularly threatened for misbehaviour with being sent to the psychiatric hospital Stone House, which shut in 2007. One girl who was taken there was given electric shock treatment.

Such issues were reported to Kent Police, but officers have been accused of not taking the concerns of the girls seriously.

The report states that no further investigations took place despite the serious nature of the allegations and many of the girls were driven to self-harm.

Sexual assault accusations have also been raised with police since the home shut in 1986, but these also haven’t been followed up. One of the women interviewed said that police had told her the abuse was “in her head”.

One of the four former residents to contribute to this week’s report was Teresa Cooper, who has spent the last three decades fighting for a full investigation into Kendall House.

Ms Cooper did not take part in the original review due to a dispute over the terms of reference, but the panel felt she should be included in the extension.

The panel acknowledge that many of the complaints made about Kendall House in the years since its closure were made by Ms Cooper.

If Kent Police had done something about it at the time, they would have found the same things that the review did,” she said.

The police were not trying to help me, they were trying to help themselves. They didn’t deal with my allegations properly. Rather than try to deal with it they have actually gone out of their way to discredit me.

“Kent Police didn’t think for a minute that a review would come out. They owe me a huge apology. They screwed up and they need to accept that they screwed up.”

EXPERIMENTAL drug trials on school children were approved by Home Office doctors in the 1960s, it has been revealed.

Disruptive boys were given an anticonvulsant drug to see if it would help to control their behaviour while a proposal to give girls a powerful sedative was also considered.

In the disturbing revelations, exposed in National Archive files, parents were not consulted with consent left to managers.

The anticonvulsant drug trial was performed at the Richmond Hill Approved School in North Yorkshire, which housed male students aged 15-17 years-old.

The school for boys was established at a Victorian building on the site in 1961 after The Green Howards moved from its regimental headquarters and continued until 1973, when approved schools were replaced by community homes.

One of the documents was dated late 1967 and signed off by Dr JR Hawkings. He wanted to give some of them a drug called Beclamide

The proposal at the girls school had been considered for all students at the Springhead Park Approved School in Rothwell, which cared for 14 and 15-year-olds.

The drug that would have been trialled was Haloperidol, which is a powerful sedative now used as an anti-psychotic.

All three doctors involved in the drug trial plans are now deceased.

Home Office psychiatrist Dr Pamela Mason approved of the drug trials, saying she recommended “maximum support” for the project.

As the Richmond Hill trial got under way, a second trial was proposed, again by a school psychiatrist, at Springhead Park Approved School for girls in Rothwell near Leeds.

This was a sister school to the better known Duncroft in Surrey, a small institution for girls of higher intelligence.

In November 1968, Dr Joyce Galbraith wrote to Dr Mason at the Home Office “in strict confidence”.

She suggested giving Haloperidol to every girl in the school, for 18 weeks.

Again, Dr Mason supported the plan.

The files also show that Shelagh Sunner, headmistress of the school between 1966 and 1982, did not support the trial.

Bob Hammal, a teacher at Richmond Hill between 1968 and 1972, said he did not know about the trial at the time and is appalled.

Police launch investigation into historic abuse claims at Derbyshire children’s hospital Aston Hall

FORMER child patients at a hospital at the centre of abuse allegations have told how they were drugged and thrown into padded rooms “to find out why they were misbehaving”.

“They said they wanted to find out where things had gone wrong when I was a kid, treatments at night time, at eight or nine o’clock. When we saw the car pulling up, we were petrified. We would scream. We were normal healthy children. There was nothing wrong with us. I don’t know why we were there.”

Det Insp Simon Tunnicliffe, head of Operation Hydrant, said: “A number of people have contacted the police wanting to talk about their experiences at Aston Hall.

Kenneth Oswald Milner was born on June 26, 1909, and educated at Wakefield Grammar School and Leeds University, graduating with honours in 1933 and gained his medical doctorate at the university in 1939.

It said he served as a medical officer in HM Prison Service at Broadmoor Hospital and later as deputy medical superintendent at Rampton Hospital.

Savile abused 23 girls at a school for emotionally disturbed teenagers where he was given ‘unrestricted and largely unsupervised’ access to youngsters, a report revealed.

The paedophile DJ carried out at least 46 sexual offences Duncroft School.

He was even allowed to stay overnight and abused girls across the property and in vehicles parked outside, including his Rolls-Royce.

The abuse even took place in the principal’s office

He is also recorded to have twice stayed at Norman Lodge, a hostel in the grounds used as a place of transition for girls who had gained employment, and also visited the intensive care unit twice.

Dan Davies writes about the Duncroft home in his book about Savile:

“Many of the 25 or so girls in its care at any one time came from comfortable backgrounds and included the daughters of ambassadors and BBC producers. As a Home Office-approved school, funding came from Social Services.

Regular guests at their parties included the actor James Robertson Justice, who was one of Britain’s leading film stars in the 1940s and 1950s and reportedly a close friend of the Duke of Edinburgh. Princesses Marina and Alexandra are said to have attended.

Among the former Duncroft girls to have come forward, one has said she was put in the isolation unit for ‘two or three days’ after loudly protesting when Savile groped her in a caravan on the school grounds. ‘For years we tried to report him,’ another confided to me. ‘We even had a mass breakout to Staines police station.’

The Walton Hop was situated only five miles from Jimmy Savile’s haunt the infamous Duncroft Approved School.

 Girls were also  allowed to attend the Walton Hop which was within walking distance and were sometimes provided with ‘escorts’

Walton Hop was  the hunting ground for convicted abusers such as Chris Denning, Jonathan King and Tom Paton – the latter of Bay City Rollers infamy.

The management must have been aware of this, permissions granted and ‘escorts’ arranged?

How was it that  the underage patients knew about the abuses, as did other visitors and yet, according to the statement Mind has issued, it would appear that staff and indeed Mind has no knowledge of this?

Background on Springhead Park School for Girls

A major aspect of the cost of maintaining Springhead Park, Sheffield, and of many other CHEs, was that of the employment of large numbers of staff. This raised the weekly fees to a level that deterred many local authorities from using the service.

In Springhead Park, a CHE for 30 girls, there were a Principal, two Deputies, a Head of Education, three full-time teachers, two Group Leaders and a team of residential social workers, a field social worker, a bursar, two office staff, a cook, a handyman, a gardener and domestic staff. It is hardly surprising that at the time of its closure in 1986 the weekly charge was £423 per week per girl. Part of the explanation for the policy of providing a high child/ staff ratio was the belief that change in the child could be best achieved through effective interpersonal relationships.

 Kendall House was a private children’s home for girls based in Gravesend, Kent.

Until 1986,it was run and funded by the Church of England, overseen by the Joint Council for Social Responsibility for the Dioceses of Rochester and Canterbury. Girls who were placed there were aged between 11 and 16 years.

Young girls at a Church of England children’s home were drugged, sexually abused and bullied for two decades, a shocking report revealed.

An independent review laid bare the horrors of the now-defunct Kendall House between 1967 and 1986 where girls as young as 11 were left “broken”.

What happened in Kendall House…

Consider this line from the inquiry: “We have found that every former resident…was in fact the victim of abuse.”

And: Concerns about the medication regime at Kendall House were raised in the 1970s and 1980s. All were either ignored, rebuked or belittled.”

Long-term institutional abuse on young vulnerable girls was perpetuated by staff and tolerated by the Church of England.

Teresa Cooper in her three years at Kendall House in the early 1980s, she was drugged with tranquillisers 1,248 times despite having no history of violent behaviour. 

Wandsworth Council in London had first referred her to the home.

She was raped on several occasions. Fellow residents of the home have suffered severe ill health following their time there.

More frighteningly, she and more than 90 per cent of the Kendall House residents who have so far come forward had children with birth defects, which the church has privately acknowledged are a result of the drugs that were forced upon them.

The drugs were prescribed by consultant psychiatrist Dr Marenthiran Perinpanayagam, who referred to himself as ‘Psychotherapist to the Home Office,’ on his notepaper.

In 1980, his methods caused a sensation after being exposed in a TV documentary, yet somehow Kendall House was allowed to continue operating its shameful regime. Teresa left at 16 in 1984, traumatised and barely able to read or write. Two years later the home was closed down following a Government report that expressed ‘extreme concern’ at the ‘administration of psychotropic drugs’ and said girls were ‘stripped of basic human rights’.

Dr Perinpanayagam died in 1988. He was never prosecuted.


Kendall House: Girls drugged and abused at Church of England-run home

Girls at a church-run children’s home were routinely drugged, locked up and physically, emotionally and sexually abused, a review has found.

Hundreds of girls were sent to Kendall house in Gravesend in the 1960s, 70s and 80s, before it closed in 1986.

It found girls were heavily sedated and placed in straitjackets.

The review found girls as young as 11 were “routinely and often without any initial medical assessment, given antidepressants, sedatives and anti-psychotic medication”.

Drugs were administered in dosages exceeding usual prescribed adult levels to control girls’ behaviour, placing them in a constant stupor, and restricting their ability to communicate, the report said.

The review found: “The effects of the drugs also increased their vulnerability to emotional, physical and in a smaller number of cases, sexual abuse”.

Concerns about the medication regime at Kendall House were raised in the 1970s and 80s by residents, their parents, by some social workers and some employees. “All were either ignored, rebuked, ridiculed or belittled by those in the position of authority in the home,” the report said.

Many of the women, including Teresa Cooper, say they were also sexually abused at the home, sometimes while they were unconscious from the drugs.

Two former residents reported being raped on the premises in the late 70s inside the “locked isolation room”, one allegedly by a male visitor to the home when sedated, the other, allegedly, by several male visitors on different occasions.

“I woke up to people abusing me more than once and I think it’s possible I was abused by men from outside the home as well as staff,” she said.

The Home Office consultant psychiatrist in charge, Dr Marenthiran Perinpanayagam, has said in the past that the drugs used by the staff at the home were safe and did not have side effects.

Girls in his care were given pills designed for schizophrenics, psychotics and Parkinson’s sufferers…without having been diagnosed with any of these conditions and often held down and forced to take them.

Nearly 30 years later, the children of girls in his care have learning difficulties, cleft palates, water on the brain and brain growths.

One of the women, Teresa Cooper, 41, said: “They turned us into zombies with those drugs. But we’re only just starting to find out that it may have affected our children as well.”

During 15 years as consultant psychiatrist to Kendall House – run for girls with problems by the Church of England’s Council for Social Responsibility in Gravesend, Kent – Dr Perinpanayagam wrongly prescribed girls drugs.

Valium was given at four times the recommended dose for an adult male. When his methods were exposed on TV it caused outrage although it seems no action was taken.

Psychiatrist Dr Marenthiran Perinpanayagam was a complete and utter quack and charlatan. I had a client (I was involved in advocacy so don’t want give names) who was a patient of his. He’s field was supposedly adolescent psychiatry. My client had been very badly bullied at school and at this stage was temporarily in care at Glebelands Home in Maidstone (now closed)

Despite having supportive independent evidence of the bullying. This clown used a very primitive skin galvanometer Lie Detector test on a vulnerable client without taking any form of consent from legal guardian (obviously sceptical because any teenager in the 1970’s in care was seen as troublesome and lying delinquent!) Like a lot of Psychiatrists of that era he thought he was God (or maybe even the creator of God?)

He was also very liberal with the dosages of major tranquillizers (anti-psychotics, regardless of whether a client was psychotic or not) His favourite “liquid cosh” was largactl (chlorpromasine) in way above the recommended daily doseage.

I would also be very interested to know if another psychiatrist, Dr Glaisher and child psychologist Mrs Absolom were involved. They were then based at the Child and Adolescent Psychiatry Team in Wrotham Road.

The social work team at that time were also extremely suspect. It’s no wonder that these poor young women were not believed because one of the social workers on the team at that time was Nicholas Rabbet. Rabbet it turned out later was a superintendent of care homes in Islington and was also a prolific child abuser (Subsequently struck off by his own professional body) This is documented as was the inquiry in London as was police involvement. He also had connections I believe with the infamous Haut de la Garenne care home on Jersey that was also visited by Jimmy Saville.

Fortunately Rabbet will not be abusing anymore young boys (that was his speciality) He was subsequently arrested in Thailand and charged with numerous child sex offences. He committed suicide whilst in custody.

My heart goes out to these young women and to those brave enough to speak out.

The Kent Messenger or other journalists ought to do some further investigations especially with regards to Mr Rabbets murky presence as KCC social worker. I personally think that Kendall House in Gravesend is the tip of a very nasty iceberg concerning care homes in Kent.

Abuse at Aston Hall

Barbara O’Hare was a vulnerable 12-year-old when she was sent to Aston Hall hospital in Derbyshire. More than 40 years on she has uncovered a shocking legacy of illicit drug therapy and sexual abuse at the hands of the psychiatrist who was supposed to help her

Aston Hall in Derbyshire is an imposing white mansion, grade II listed, that’s been turned into high-end flats. Until recently, there were other buildings on this site too, less imposing, redbrick. Photographs taken before they were demolished reveal eerie abandoned corridors and derelict washrooms. It’s like the setting for a horror film. There are a few signs visible, such as “Drug Cupboard. Do Not Switch Off” – a clue to Aston Hall’s grim and now deeply questionable past as a psychiatric hospital for vulnerable, lost, so-called “mentally defective” children.

Back in the Fifties, Sixties and Seventies, troubled young children and teenagers, many from children’s homes all over the country and a great deal from the local remand home for girls, the Cedars, would be brought up Aston Hall’s drive, past the mansion, clueless to what was about to happen to them.

The cars that delivered them to the door were so often driven by their social workers. The “mentally defective children” – many of whom were simply badly behaved as a result of their early lives – were now under the care of the hospital’s medical superintendent, Dr Kenneth Milner, a psychiatrist who had worked at Broadmoor and Rampton hospitals, but who in 1947 transferred to Aston Hall, employed by the government. He had no history of treating minors.

Milner’s view was clear. Here, at Aston Hall, it was thought that all the troubles of the children’s pasts – their parents’ neglect, for instance, or their parents’ alcoholism, often their presumed sexual abuse – could be “cured”.

But evidence now being gathered by the Derbyshire Safeguarding Children Board and Derbyshire Constabulary, under the auspices of the nationwide Operation Hydrant, has revealed that if these children entered Aston Hall damaged and lost, they often emerged months later even worse – more confused and more broken down in even more profound ways. And this is because the very man – Kenneth Milner, now long since dead – who was supposed to help them had subjected the children to drug experimentation instead.

Barbara O’Hare, now 58 and a mother of 4 living in Liverpool, was admitted to Aston Hall in January 1971 and left 8 months later.

In a book published this month, The Hospital, the story she tells of what happened during this period is profoundly shocking: abuse, both medical and sexual, at the hands of a man who was supposed to protect her. It makes for grim and depressing reading.

Every night, she recalls, Milner would sweep up the drive in his car. The children, a mixture of girls and boys, would stand at the window waiting and then flee in terror. Each evening, a new name was read out for “treatment”.

With the help of some of the nursing staff, he “treated” the young children and teens by ordering them to be stripped naked bar a thick brown gown, binding their hands and feet, and making them lie on a mattress on the floor of a small room. Their faces were covered with a wire mask and a cloth soaked in ether. He would then lie down beside them. All this took place in a small, locked side room, and countless medical records reveal they would be injected with an exceptionally high dose of an irregular drug called sodium amytal, a so-called “truth serum” dating back to the early Twenties. This drug turned them into a “statue”, as O’Hare recalls, and was intended – on a sympathetic reading – to make them speak openly about the buried traumas of their past. While a recognised form of therapy called narcoanalysis, even by the standards of the Sixties and Seventies it was already outdated – and wholly inappropriate for children.

Today, the rigours of Barbara O’Hare’s hard life are etched on her face: alcoholism, family tragedy, mental breakdown. The pattern of how a broken, unloved childhood can shape adult life is a familiar one.

From the story O’Hare tells of her neglected childhood (a mother who left when her daughter was 11 months old; negligent father, though they’ve since reconciled; brutal foster mother; terrifying care home at 12), she was set on a terrible path from birth. But it is her memories of what happened at Aston Hall that are the most disturbing – and it is these, she says, that brought her down in adult life.

For years, O’Hare could not make sense of her patchy but distinct recollections of what had gone on inside that treatment room. Was she remembering it properly? Was she the only one? Was she crazy? Wrists tied? Metal muzzle on her mouth? When she tried to tell people, one said, “Crazy Barbara. You’ve always been crazy.” And at low points, she believed it.

She left Aston Hall after eight months and was transferred to a children’s home in Liverpool. She ran away to London and, after a spell living on the streets, got a job in a hotel. Her life, she says, has never had any sustaining relationships in it, aside from the love she feels for her four children.

For years, she chugged along, never seeking redress or thinking she had any rights. “When you’ve lived a life like mine, you learn to get on with it. You’ve got no option. What are you going to do? Sit down and cry? You’ve just got to get on. I wish I’d been adopted.”

But in 1995, her time at Aston Hall caught up with her. Triggered in part by the brickwork of her local fire station in Liverpool and in part by a police investigation into abuse at another care home for which she was a witness, she had a paralysing flashback to her time in the hospital. “Milner’s breath was here, right here above my head,” she says. “It was as if I could feel it again. I knew then it had been sexual, too.”

After “treatment”, which often saw an Aston Hall child, boys and girls, disappear for days, she remembered how he or she would finally return whimpering and broken. She remembered, aged 12, bleeding after seeing Milner, despite not having started her periods. But she couldn’t recall much else, except the flash of a camera going off. She remembered being bundled into the back of a van, too.

Now in possession of her full medical notes after a two-decade long attempt to make sense of it all, she recalls, for example, that on March 3, 1971, when Milner’s car screeched to a halt below where the girls watched at the windows, dreading his nightly visits, “The nurse appeared inside the door and called out a name. ‘Barbara O’Hare,’ she said, holding a clipboard.”

O’Hare was taken to a bathroom and made to sit down in a tepid bath, then given the thick gown and bound. When she became distressed, begging not to be bound at the ankles, the nurse smirked and said, “You know and I know your dad doesn’t care. If he did, you wouldn’t be in here. He can come and get you any time he wants, but he doesn’t care because he doesn’t want you … Just like your mother.”

When she finally came round, as she recalls, she was “swollen and wet … Someone had put something inside me to leave me so sore down below … Fluid continued to trickle out along the top of my legs.”

Questions only started to be asked about the events at Aston Hall last year. Today – despite O’Hare dealing with alcoholism, depression, family suicide, cancer and, at one stage, her own suicidal impulses – it is largely as a result of her persistence that Aston Hall has been brought under the remit of Operation Hydrant.

The story of what happened to the children at Aston Hall at the hands of Kenneth Milner finally broke on February 24, 2016, after Isaac Crowson, a crime reporter at the Derby Telegraph, got a tip-off that allegations had been made.

For years, nobody had believed Barbara O’Hare’s memories. It sounded too far-fetched, too sci-fi. And, crucially, she had no evidence.

After that 1995 flashback, two different GPs didn’t believe her because she had no proof. More family tragedy hit (the deaths of two nephews, the collapse of her marriage); a spell of depression then left her suicidal. But the flashbacks to Aston Hall and the nightmares got worse and more frequent. “I remember going to my doctor and her saying, ‘Why are you going on the internet looking for it? As long as you carry on doing that, you are going to have flashbacks.’ ”

But in the run-up to her meeting Isaac Crowson – she was the first victim he spoke to – and that initial story, it was the internet that helped her. On a website called Project Mayhem, she saw pictures of a derelict Aston Hall, which for years she’d mistakenly thought was “Ashton Hall”. There was a comment below the story from a woman recalling her horrific “treatment” there.

“I couldn’t sleep,” O’Hare explains. “I put a comment under hers and thought, ‘Oh God, I hope she finds me.’ The next day she got in touch on Facebook and said she’d already got another lady in a different part of the country. Suddenly, there were three of us after all those years. I set up a Facebook support group for us, mostly so we could communicate. But I also felt that, if there were 3 of us, there could be 303. There was a real sense of, ‘I’ve got to do something.’ ”

O’Hare spoke to Crowson about Milner and his so-called truth serum, about the coma-like state he induced in the terrified children, about the abuse and the nudity and being made to lie down on a mattress.

Isaac Crowson, after “a lot of digging”, decided to run with the story of alleged abuse and drug experimentation. “Very quickly, we knew we had a very big story on our hands,” he remembers.

Within 24 hours of publication, 12 other victims contacted the paper. The following month, Amanda Solloway, the MP for Derby North, raised the alleged abuse in parliament. David Cameron shared her concerns. “It is vital the full facts are considered,” he replied.

By March 7, 35 people had been in touch with the Derby Telegraph. By the beginning of August, it was 50. “We had legal firms contacting us saying they were representing victims,” says Crowson, “and we managed to obtain a letter from the NHS which victims had been sent, saying, ‘We have no reason to doubt the allegations.’ ”

Derbyshire Constabulary is investigating (“We are seeking specialist experts,” runs the official police statement, “who can focus on the medical treatment at the time and cross-reference this with the accounts provided”), while Derbyshire Safeguarding Children Board, the body that co-ordinates all child welfare agencies, is working to ensure all the allegations are fully examined. The majority involve drug experimentation. The victims, however, feel in limbo. “It’s like the abuse all over again,” says Barbara O’Hare.

There are now 31 survivors in her own support group, independent from the Derby Telegraph’s 50. “A lot of them are very vulnerable,” she says. One man has tried to commit suicide.

Barbara’s lawyer, Stephen Edwards, is representing the 31 in her support group (other victims have different legal teams) in a civil case for compensation relating to the drug abuse, and has presented the claims to Jeremy Hunt, the health secretary.

“Some survivors are saying they were [sexually abused],” says Edwards, “some are saying they haven’t been, some are saying it’s more likely than not.

“There is a clear ring of truth,” he goes on, “because time and time again the victims coming forward are saying the same thing [about Milner’s treatment]. These are people from all walks of life who were at Aston Hall at different times, different years and are now scattered all over the country.”

Sodium amytal (first synthesised in 1923) and narcoanalysis had been used as a possible treatment for shellshock in the Second World War and features in a 1946 documentary, Let There Be Light, about American soldiers who are suffering from emotional trauma and depression, directed by John Huston.

It had something of a revival in the US and elsewhere as part of recovered memory therapy – which, in at least one case of the mid-Nineties, involving Holly Ramona and her father, Gary, had devastating consequences. After being sued by his own daughter, at the time in her early twenties, for allegedly raping her between the ages of 5 and 16, Gary Ramona retaliated by suing the therapists who had planted false memories in her using the drug. In May 1994, he was awarded $500,000 damages against the two therapists.

In 1953, while working at Aston Hall, Milner gave a speech entitled Psychotherapy with high-grade mental defectives, in which he said, “One of the most difficult things to elicit was a history of cruelty in childhood. It was of vital importance to elicit such histories, however, for they often gave a clue to what was to come. If a patient gave a history of gross cruelty by alcoholic parents, it was very likely to be coupled with sexual degradation at an early age.”

Even were Milner using sodium amytal in some sort of groundbreaking experimental way, you’d expect to find plenty of research to back it up. But his “treatments” resulted in no publication of medical papers or trials in The Journal of Child Psychology and Psychiatry. Nor is there any trace of such research at the Royal College of Psychiatrists.

In the mid-Nineties Ramona case, the administration of sodium amytal was linked with false memory syndrome. At Aston Hall, it is alleged that, in some cases at least, the false memories of sexual abuse that Milner created in the children allowed him to become their abuser.

Last year, a few months after Barbara O’Hare made her allegations (implanting false memories is not one of them), Radio 4’s File on 4 took up the mantle. One survivor told the programme how Milner implanted memories of sexual abuse, taking her back to when she was 11, the age when she started going off the rails. She recalled him saying, “ ‘Whatever we talk about, you will be reliving it as though it’s happening again … Did your father touch you?’ And I felt as if I were being touched where I shouldn’t be touched, and he’s saying, ‘What’s he doing? What’s he doing?’ He’s touching me. I don’t like it. I don’t like it.”

Finally, after nine or ten sessions, she remembers Milner bringing her in to see him and saying, “We’ve got to the bottom of it. You were a hard nut to crack! I’ll tell you now what happened. Your dad was sexually abusing you.”

In the case of this survivor, the allegation is that while using sodium amytal to plant a false memory of parental sexual abuse in her, Milner himself was able to carry out sexual abuse. This survivor believed what Milner had told her. “I’ve tried so hard to visualise it,” she told the programme. “But I can only remember and visualise it from the treatment, and for 51 years I have been accusing my father of maybe doing something he did not do. And the worst part about it, I’ve got … If it didn’t happen, I’ve got to live the rest of my life knowing that I’ve told people he’s done this and accused him of doing it … I believe it was Dr Milner doing the abuse while I was under treatment.”

Milner died in 1976, so these allegations were never put to him. His family refute them and have pointed to a former patient whose life was helped by such treatment in the Fifties. This female patient continues to describe Milner as “wonderful” and says that he made her life “worth living”.

“Even though this is very shocking and horrendous,” says Barbara O’Hare, “you could even say unbelievable, we know the truth. We have our memories and we can’t all be having the same one. One member of my group dates back to 1957.”

A key voice in the campaign emerged last year when John Bull, the pioneer of community-centred children’s care in the Seventies, came forward to say that as a student nurse at Aston Hall back in the Sixties, he’d received training on the treatment but wasn’t involved in giving it. “I’ve seen the room,” he told File on 4. “From the outside when you were walking past the ward you would hear sometimes kids crying … He was the only person I know that gave the treatment.”

Isaac Crowson at the Derby Telegraph also interviewed an anonymous former staff member who remembered “how the staff regarded Milner as the expert and never once questioned him”.

Breakthroughs such as these have had a massive impact on Barbara O’Hare and her fellow survivors. “I don’t feel I’ve got anything to prove any more, which I always did feel. I remember passing my driving test more than 30 years ago and it breaking my heart. I never felt adequate; I never felt as good as anybody else.

“From the age of 12, I’ve carried a big black balloon of depression, of anger, of confusion, of hurt in my chest. For years, I’ve been trying to make sense of it.

“The decision to write this book was the best thing ever, because it deflated the balloon. It made some sense to me of what had actually gone on. It has given me the energy now that I need to help some weak and troubled survivors in my group, but the amazing thing is less than half of 1 per cent of us has a drug or drink addiction now. There are down days and days when we have mainly flashbacks or nightmares, but we are keeping each other strong.”

Aside from financial compensation, Barbara O’Hare has a clear view of what she wants to come out of any public acknowledgement of the abuse of and experimentation on the children of Aston Hall.

“I want every doctor in this country to have to carry his own portfolio, so that when you take your child to them, you can see what they have done. Dr Milner had had no experience working with children. There should be much more protection of children, and in particular more protection of children in care. I want social workers and foster parents to read this and learn from it. We messed up years ago. Don’t let us make the same mistakes for a new generation.”

Such medical experimentation will form part of the SNP’s child abuse inquiry, with chair Susan O’Brien QC to launch the call for evidence in Glasgow this week.

The group of nine boys and three girls were subjected to testing while in the care of the state at Lennox Castle Hospital, near Lennoxtown, Stirlingshire in the late 1970s and early 1980s.

They were given droperidol, a tranquiliser which was banned as an antipsychotic in Britain and America in 2001 after being linked to heart problems and a number of deaths.

It is still licenced for use in hospitals to prevent nausea in post-operative patients, although the maximum dose for under-18s is 1.25mg.

The youngsters in Lennox Castle were given up to 60mg a day for up to 19 months, with the average dose 20mg a day.

Each patient was also given a cocktail of other drugs

Disgraced bishop, friend to members of the royal family, jailed for a string of sex offences, Peter Ball has been given public funding for a legal team at the Government’s child sex abuse inquiry.

The decision to pay for lawyers, costing taxpayers up to £200 an hour, to defend the reputation of Peter Ball, the former Bishop of Gloucester and of Lewes, has outraged his victims.

Ball is the first convicted sex offender to be granted taxpayer funds, setting a precedent that could pave the way for dozens of paedophiles to get the same deal.

He received the legal funding because he “may be subject to explicit criticism by the inquiry”.

A lawyer close to the inquiry said: “I was really surprised Ball was given funding. The issue is about how he was allowed to get away with it by the Church not about his offending. He has already been investigated and pleaded guilty.”

The Queen supported Bishop of Lewes Peter Ball after his police caution. In 1994, when she was distributing Royal Maundy money in Truro, Ball was there with his brother, who was Truro’s bishop.

After lunch in the Chapter House, the Queen, who had been on the high table with local dignitaries, went across to Ball, held out her hand and said in the clearest of voices: ‘My love and encouragement, Bishop.’

NZ judge confused by UK laws

The New Zealand judge heading the UK’s historical child abuse inquiry has shocked barristers by admitting that she is confused by English law.

Dame Justice Goddard is set to earn around £5million (NZ$9.17m) as chairwoman of the inquiry after being appointed by Theresa May.

Some lawyer have expressed their concerns about the delays and Dame Justice Goddard’s handling of the inquiry.

During the preliminary hearings last week, she admitted she was ‘unsure of local law’, when police attempted to block details of an investigation going public, according to The Times.

Dame Lowell Goddard, the head of Britain’s inquiry into child abuse, has spent more than 70 days working abroad or on holiday in her first year in the role.

The inquiry has been beset by delays and controversies since it was first announced by the then home secretary Theresa May.

Baroness Butler-Sloss, stood down in July 2014 amid questions over the role played by her late brother, Lord Havers, who was attorney general in the 1980s.

Her replacement Dame Fiona Woolf resigned following a barrage of criticism over her “establishment links”, most notably in relation to former home secretary Leon Brittan, who died in 2015.

May ‘must have known’ about concern over Goddard

It would have been “inconceivable” for Theresa May to be unaware of concerns about the behaviour of the chairman of the child sexual abuse inquiry, a former minister claimed as MPs prepared to launch an investigation into the allegations.

The Times revealed today that Home Office staff and advisers received warnings about Dame Lowell Goddard’s offensive behaviour in her role as chairwoman of the Independent Inquiry into Child Sexual Abuse (IICSA) but did not end her “catastrophic” leadership.

It is claimed that her aggressive and abusive conduct at times reduced the inquiry’s operation to “near paralysis”

A UK newspaper has accused New Zealand judge Dame Lowell Goddard of making racist remarks during her time as the head of an inquiry into child sex abuse.

The front-page report in The Times also makes unsourced claims Dame Lowell was aggressive and abusive, and allegedly suffered memory lapses.

British officials close to Prime Minister Theresa May have been accused of covering up the allegations of misconduct.

The Times says Home Office staff and advisors were told of Dame Lowell’s behaviour and she was warned by a senior official, but no further action was taken.

The article details two instances of alleged racism.
